Building culture must start from within the party organization and party members.

Building a culture in the Party in the spirit of the Resolution of the 13th National Party Congress is to build a culture of ethics for Party members and cadres, especially promoting the spirit of being exemplary, regularly practicing ethics, lifestyle, political mettle, sense of responsibility, honesty, and pioneering in all activities and movements. This is the way for each Party member and cadre to not only improve themselves but also contribute to building a clean and strong Party, thereby improving the leadership capacity and fighting strength of the Party organization.

Since its establishment, the Communist Party of Vietnam has always paid special attention to building Party culture, building standard values ​​that are reflected in the activities of Party organizations and are not separated from national culture. This is one of the six key tasks raised by General Secretary Nguyen Phu Trong at the National Cultural Conference to implement the Resolution of the 13th National Congress of the Party, focusing on building the Party and the political system in terms of culture and ethics, resolutely fighting against corruption and negativity so that the Party truly represents the conscience and dignity of the Vietnamese people.

The General Secretary stated: Our Party affirms that the focus of building and developing culture is to build people with personality and build a healthy cultural environment, focusing on the relationship between culture and politics, culture and economy, building culture in the Party, in the political system, building civil servant culture, public service culture, especially public service ethics, focusing on the exemplary role of Party members and cadres.

Dr. Vo Hong Hai - Head of the Organizing Committee of Ha Tinh Provincial Party Committee recognized that culture is the foundation, endogenous strength and the basis for ensuring the implementation of the goal of building a strong Party in politics, organization and cadres. The contingent of cadres and party members are the representatives of Party culture, spreading Party culture to social life. Therefore, it is necessary to first focus on building culture in the Party by each Party organization, party member, especially the leader, must perform well their duties and tasks, build and implement standards in performing tasks and dealing with the people with the spirit of wholeheartedly serving the people.

“Party culture is the culture of a ruling organization, an elite organization responsible for leading the working class, the working people and the entire Vietnamese nation according to a platform and policy of a rich people, a strong country, a fair, democratic and civilized society. That is the highest cultural quality of the Party. Party culture is first and foremost the culture of the people, the qualities and ethics of each cadre and party member, especially those in leadership and management positions, who are pioneers and role models in all fields,” Dr. Vo Hong Hai further analyzed.

It is especially important to build a culture of leadership and management, promoting the exemplary role of cadres and party members, especially strategic cadres and leaders, following the ideology, ethics, style and culture of President Ho Chi Minh. Building a culture of exemplary conduct in the Party is one of the keys to building a clean and strong Party.

Dr. Nghiem Vu Khai - a member of the 14th National Assembly, said: “Culture is extremely important. Fighting corruption is the culture of self-respect, dignity, and values ​​that people, especially party members and those in positions of power, pursue. Noble values ​​and a cultural lifestyle will prevent people from being corrupt. In the most difficult times, many examples of keeping a large amount of the country's assets without coveting a single penny. That is morality, civilization, and culture.”

Professor, Doctor of Science Phan Xuan Son, Ho Chi Minh National Academy of Politics, said that the culture and ethics of party members and civil servants are the fulcrum and the hinge for building culture and ethics in the Party and in society. If party members and cadres lack culture and have degraded ethics, it will be difficult to build a cultured society.

“Building Vietnamese culture in general and building culture for Vietnamese people in particular, and in the rule of law state, talking about building public service culture, culture is the spiritual foundation of society, then public service culture is the spiritual foundation of administration, of the rule of law state. If you are a leader and manager without culture, don't talk about the people having culture. The Party focuses on building culture in the political system, in the Party, in state agencies, in enterprises, in communities, building Vietnamese people and building a standard value system of Vietnamese people in the period of industrialization and modernization. There must be such a cultural environment for revolutionary ethics to have a place to live, because the cultural environment will nurture revolutionary ethics”, Professor - Doctor Phan Xuan Son emphasized.

The Party is morality, is civilization, so in terms of culture, the Party's morality is expressed through the morality of cadres practicing revolutionary morality, is words matching actions, training personality, lifestyle, serious self-criticism and criticism, opposing individualism, opportunism, knowing how to sacrifice personal interests, putting the interests of the people first and foremost. That is the way for cadres and party members to strive for the noble ideals of the ruling Party, that is also the way to express party culture in the most vivid way./.
