Building Long Thanh airport: National Assembly delegates agree to support

The majority of National Assembly delegates agreed with the investment phase, feasibility and socio-economic efficiency of the project.

At the discussion session this morning in the hall on the investment policy of the Long Thanh International Airport construction project, the majority of National Assembly Deputies expressed their agreement with the project investment policy report, as well as the Report on explanation and acceptance of the Long Thanh International Airport construction investment project of the National Assembly Standing Committee and the National Assembly Economic Committee.

Opinions agree with the assertion that Long Thanh airport is a particularly important national project, of great significance in meeting the country's socio-economic development requirements. Long Thanh's location is favorable in many aspects, especially the connecting traffic system that has been and is being invested in.

Congress should not be put in a fait accompli position!

Believing that the project implementation was delayed and prolonged, Delegate Duong Trung Quoc, National Assembly Delegation of Dong Nai province, expressed dissatisfaction with the fact that the project should have been implemented a long time ago, not that at this time National Assembly delegates still have to continue discussing.

“There are still more or less two trends of agreement and opposition to the project, while why can't we have an independent consulting center to guide the project towards feasibility, helping people feel secure and the National Assembly to agree?” asked delegate Duong Trung Quoc.

Delegate Duong Trung Quoc also pointed out that not only the Long Thanh International Airport construction project, but many other projects also face the same situation. Although it is only the decision on investment policy, the pre-feasibility stage, the effectiveness cannot be confirmed yet, but it has already cost too much time.

For the Long Thanh airport project, if it is not implemented as planned, the consequences may be huge, when other options such as expanding Tan Son Nhat airport and Bien Hoa airport are not feasible with a very short vision.

“For the next step, I really hope that the Government, especially the Ministry of Transport, will try to further promote transparency, attract people's opinions, especially find valid and convincing professional opinions to reassure people. Personally, I support this, but on the condition that we must take the next steps and for future projects, we must have a reasonable roadmap, not put things in a fait accompli situation, having to make decisions in a situation where there is no other way.

"Tan Son Nhat Airport is overloaded so quickly that we can't handle it in time"

Delegate Tran Du Lich, National Assembly Delegation of Ho Chi Minh City, said that Ho Chi Minh City's viewpoint from the beginning was clear: Tan Son Nhat airport cannot be expanded but must be built at Long Thanh airport. Tan Son Nhat is located in the inner city area, surrounded by apartment buildings, it is not sustainable to have an international airport in a residential area.

On the other hand, if Tan Son Nhat airport is expanded, compensation is impossible. According to the urban planning of Ho Chi Minh City, there is no plan to expand Tan Son Nhat, so there is no connecting traffic system. For the above reasons, Delegate Tran Du Lich supports the policy of building the Long Thanh International Airport Project to solve the overload problem of Tan Son Nhat airport.

“If Tan Son Nhat airport is expanded to its maximum capacity of only 25 million passengers/year, this overload will happen quickly, which will be an obstacle to the development of the entire key economic region of the South,” said Delegate Tran Du Lich.

In support of the policy, Delegate Tran Du Lich said that the construction viewpoint has not been discussed yet, when implementing the feasibility details, specific calculations will be made. Importantly, if the Long Thanh airport project is delayed, Tan Son Nhat airport will be overloaded, which may make us unable to react in time, so it is very necessary to implement and complete the project soon.

As a participant in the planning of the Southern Key Economic Zone, Delegate Tran Du Lich said that Long Thanh International Airport has been planned as the center of the economic zone, with connecting traffic intersections heading towards Long Thanh. If it is changed to another location, the entire detailed planning will have to be discussed again.

Having gone through the actual survey process, Delegate Tran Du Lich supported the proposal to build an airport with a capacity of 25 million passengers per year but only need to use 2,750 hectares of land. According to the draft submitted to the National Assembly, the project will reclaim 5,000 hectares, of which 1,050 hectares will be reserved for national defense, the rest will be for commercial and service activities. The delegate said that these two issues should be separated.

At the same time, delegate Tran Du Lich supported the one-time recovery for the entire 3 phases. However, the commercial service recovery and future business lease should be separated into different projects. Do not bundle all 3 projects into 1 because if calculating the land acquisition for 5,000 hectares, the compensation cost will increase by 2,250 hectares, requiring an additional 550 million USD. This proposal needs to be considered.

Fully supporting the next stages of the project, but Delegate Tran Du Lich also noted that the Government needs to calculate the efficiency of capital sources. In particular, it is necessary to clarify two issues: Budget sources including ODA capital and socialized capital from the private sector. At the same time, the Government must also have a feasible calculation so that the project's impact on public debt is always at the lowest level./.
