The Ministry of Transport has proposed two options: either amend Decree 116 on tightening car imports or enforce it and only amend it if there are any problems.

After more than two months of "tension" with import regulations, the first batch of commercial cars has arrived at Ho Chi Minh City port.

These are two options proposed by the Ministry of Transport in a report recently sent to the Government Office on the implementation of Decree 116 and Circular No. 03/2018/TT-BGTVT regulating the inspection of technical safety and environmental protection quality for imported cars subject to this decree.

At the same time, the Ministry of Transport amended Circular 3 in the direction of removing some procedures on certification of mirror, tire, glass, and lighting components and reviewing and simplifying the process and procedures further to create favorable conditions for car import businesses.

WithOption 2In the immediate future, the Ministry of Transport believes that it is necessary to continue to strictly implement Decree 116 and Circular 03 for a while longer. If there are really any problems or inadequacies as reflected by businesses, the Government will direct the ministries to amend and supplement them.

The transport authority said that, contrary to the businesses' recommendations, car batches were still imported in March 2018, proving that the regulations do not cause difficulties for importers.

Previously, businesses said they had difficulty in providing vehicle type quality certificates from competent foreign agencies and organizations.

However, according to the Ministry of Transport, toIn early March 2018, at least three types of vehicle quality certificates were confirmed to be in compliance with Decree 116 and Circular 03 regarding Ford and Honda vehicle models.

In fact, in early March, a shipment of more than 1,000 Honda vehicles from Thailand arrived at SPCT - Hiep Phuoc port, Ho Chi Minh City with full documents and completed sampling for testing according to regulations.

"Thus, import enterprises have resolved problems and recommendations related to type quality certificates for cars when imported into Vietnam and currently there are no problems," Deputy Minister Le Dinh Tho commented.

This agency believes that with a market capacity of 300,000 vehicles/year, import enterprises cannot import small batches of goods, each imported batch must contain at least hundreds of vehicles, so taking a sample of a vehicle from an imported batch to test for emissions and safety will not incur significant costs for import enterprises.
