'Outdated' vehicles will be severely punished
The Prime Minister has just issued Directive No. 29/CT-TTg on handling road vehicles that have expired their usage period and are past their inspection deadline.

Accordingly, the Prime Minister assigned the Ministry of Transport to direct relevant agencies to notify the list of road motor vehicles that have expired their use period or are past inspection period to the Ministry of Public Security, local police and to widely publicize them in the mass media.
At the same time, inspection units must strengthen coordination with traffic inspectors, traffic police and local authorities to compile statistics, review and handle all vehicles that have expired or are past their inspection period.
Regarding cars, the Prime Minister requested the Ministry of Public Security to direct functional forces to increase patrols, control, detect and strictly handle vehicles that have expired their use period or expired inspection but are still participating in traffic.
Notably, according to the Prime Minister's directive, cars that are past their expiration date and inspection deadline and are still in circulation will have their registration certificates and license plates revoked according to regulations.
To effectively carry out the work, the Ministry of Public Security also needs to organize training to improve the qualifications, capacity and professional skills of the forces directly involved in patrolling and controlling; promote the application of science and technology, invest in equipment to promptly detect and prevent vehicles that have expired their use period or are past their inspection period.
On the local side, the Prime Minister instructed the People's Committees of provinces and centrally-run cities to direct competent agencies to conduct a general inspection, review, and compile a list of vehicles that have expired their use period or are past their inspection period, and at the same time have specific plans to handle them in accordance with the provisions of law.
Localities are responsible for publicizing the number and license plates of vehicles that have expired or are past the inspection period; mobilizing people to hand over registration papers, inspection certificates and license plates of vehicles that have expired or are past the inspection period; advising people and businesses not to buy, sell or exchange vehicles that have expired or are past the inspection period.
The Prime Minister's Directive also clearly states that if a vehicle that has expired its usage period or is past its inspection period participates in traffic and causes an accident, the heads of relevant agencies, units, and localities must take responsibility.
According to the directive, these are urgent solutions to completely handle the increasing number of road vehicles that have expired their usage period and expired inspections, posing a potential risk of causing traffic accidents, environmental pollution and seriously affecting transportation business activities.
