At that time, the cement truck with license plate 37C 14958 was parked on the side of the road when it was suddenly rear-ended by a long-wheelbase truck with license plate 47C 09877 traveling at high speed in the direction of Hanoi – Vinh. The impact caused the cement truck to swerve to one side, spilling cement all over the road.
