According to Business Insider, this is an annual exercise designed to test the US Air Force's ability to flexibly mobilize in response to crises.

In July 2016, the US Air Force conducted an exercise that featured an impressive display of dropping eight Humvee armored vehicles from an altitude of 1.5 km. The exercise was conducted at Fort Bragg, North Carolina, by the 16th Airlift Wing as part of Operation Crescent.
