(Baonghean.vn) - Nghe An Department of Transport is planning the transport sector for the period 2020-2030 to 2045, including considering specific criteria for planning intra-provincial roads.

On the afternoon of December 7, the provincial People's Council delegates held a discussion session in groups. Group 3 included delegates from the provincial People's Councils of Thanh Chuong, Nghia Dan, Tan Ky, Do Luong, and Anh Son. Proposing mechanisms and policies

During the discussion session, the opinions of the delegates in Group 3 agreed with the contents of the report and the draft Resolution submitted at the meeting. The opinions of the delegates focused on the following issues: Land management, agricultural and rural development, ethnic and mountainous policies, new rural construction, transportation, Covid-19 prevention and control, etc.

Delegate Lo Thi Kim Ngan - Head of the Ethnic Committee of the Provincial People's Council (a provincial People's Council delegate elected in Thanh Chuong district) said: Administrative reform still has some limitations. Delegate Ngan cited that some legal documents submitted to the Provincial People's Council and Provincial People's Committee were not on time, the quality of consultation did not meet requirements, and had to be revised many times.

During the consultation process, some State management agencies have not paid attention to soliciting opinions when advising on the issuance of draft Resolutions, leading to some Resolutions having to be amended and supplemented after only about 1 year of implementation. It is recommended that agencies pay attention to soliciting opinions when advising on draft Resolutions.

Delegate Lo Thi Kim Ngan requested that the authorities focus on implementing development policies in ethnic minority and mountainous areas. She requested that state management agencies clarify responsibilities in the management, use, conversion of land use purposes and mineral management, and that the progress of land and forest allocation to the people is still slow.

Regarding the transportation sector, delegate Trinh Van Nha - Chairman of Thanh Chuong District People's Committee proposed upgrading the Chua market road to Thanh Duc commune, to Anh Son and Con Cuong districts (about 40 km) from the district road to a provincial road. Allocate capital to upgrade and maintain Provincial Road 533B from Thanh Chuong town to My Son (Do Luong); National Highway 46C section passing through Ru Nguoc (Thanh Chuong).

Delegate Nha also raised a streamlining situation, currently not allowing the recruitment of accountants for schools, performing inter-school accounting. However, there are no regulations on the regime for this subject. Propose that the Provincial People's Council issue a resolution regulating the regime for this subject or allow the Provincial People's Committee to issue a Decision to apply to the entire province.

Regarding the “nurse” regime in kindergartens, the current support of 2.4 million VND is very low. It is recommended that there be a policy to support “nurses”. The province also needs to have specific instructions on the treatment of asymptomatic F0s and F0s who have received 2 doses of Covid-19 vaccine.

Delegate Hoang Thi Hong Hanh (Do Luong) suggested that specialized agencies need to have clearer and more specific instructions on the regime for workers affected by the Covid-19 epidemic in the whole province. In addition, the province also needs to have a policy to support grassroots medical staff in the work of preventing and fighting the Covid-19 epidemic, this is a force that is very hard-working in the work of preventing and fighting the Covid-19 epidemic in the localities.

Delegate Tran Dinh Toan (Do Luong) proposed that the province have policies to support people in areas affected by mineral exploitation; support policies for those facing many difficulties due to the Covid-19 pandemic. The delegate also proposed that the province have a policy to support 50% of the cost of factory construction for enterprises building in industrial clusters...

Delegates also suggested that the Provincial People’s Council should strengthen inspection and supervision in attracting investment in the province; organize a program to supervise the Provincial People’s Council on forest management and mineral exploitation; support policies for forces participating in the prevention and control of the Covid-19 pandemic, etc.

Upgrading traffic routes

The opinions of the delegates of Group 3 were reflected at the group discussion session and were clarified by the leaders of the departments, branches and sectors.

Regarding the issues that delegates are interested in regarding policies for developing rural, ethnic and mountainous areas, Director of the Department of Agriculture and Rural Development Nguyen Van De said: The province is integrating the National Target Program on New Rural Development, the National Target Program on Sustainable Poverty Reduction and the Program on Developing Ethnic Minorities in Mountainous Areas to create synchronous policies and programs to create livelihoods for ethnic minorities in mountainous areas.

The province is currently promoting the operation of high-tech agricultural zones, creating a breakthrough in the consumption of agricultural and forestry products for the people.

Clarifying the content related to the proposal to upgrade district roads to provincial roads, Director of the Department of Transport Hoang Phu Hien said: In the province, there are a total of 38 provincial roads with a total length of 930.44 km managed by the Department of Transport. To date, about 35% of provincial roads are damaged, equivalent to 327 km, of which 196m are severely damaged.

Currently, the transport sector is planning the transport sector for the period 2020-2030 to 2045, including reviewing the planning of provincial roads and setting out specific criteria for planning provincial roads; at the same time, provincial roads that do not meet the criteria will be downgraded to district roads.

Currently, many districts have proposed upgrading district roads to provincial roads, because in the past, the budget for maintenance and repair work was limited, only 28 km were repaired each year, while the number of degraded roads was still high. Regarding the opinions of the delegates, the industry accepted, researched and surveyed, and ensured that the criteria would be upgraded to provincial roads.

"At this session, the Provincial People's Council will pass a Resolution on the mechanism for allocating local budgets to serve the management and maintenance of provincial roads in the 2022-2025 period. The passed Resolution will have funds for maintenance and repair work and create conditions to consider upgrading district roads to provincial roads," said Director of the Department of Transport Hoang Phu Hien.

Explaining the content of the delegates' concerns related to the low results of implementing the resolution on land recovery and land use conversion, the representative of the Department of Natural Resources and Environment said that land recovery and land use conversion projects are mainly related to investment projects from the State budget, so the funding is allocated slowly. The review of some district-level projects and works is not close, some projects and works have large areas but are only partially used.

Regarding the slow progress of illegal land allocation, the Department of Natural Resources and Environment has just advised the Provincial People's Committee to issue regulations, according to which, by 2022, 80% of the remaining cases of illegal land allocation must be completed.
