Assess investment capacity to ensure projects are completed on schedule and efficiently.

(Baonghean.vn) -On the morning of June 26th, under the chairmanship of comrades Ho Duc Phoc - Secretary of the Provincial Party Committee; Tran Hong Chau - Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, the Standing Committee of the Provincial Party Committee held its regular June meeting to hear and give opinions on several important issues. Attending the meeting were comrade Nguyen Xuan Duong - Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee; members of the Standing Committee of the Provincial Party Committee; and leaders of several relevant departments and agencies.

Comrade Ho Duc Phuoc delivered the concluding remarks at the meeting.

At the beginning of the meeting, the Standing Committee of the Provincial Party Committee listened to and gave opinions on the investment policies for projects in Vinh City and Cua Lo Town. In Vinh City, there were three projects by the Vietnam-Laos Economic Cooperation Corporation: the project to invest in a green park, villa housing and resort along the city's regulating lake, located in Hung Dung ward, Hung Hoa commune and Hung Loc commune; the project to extend Nguyen Gia Thieu road (under the BT model) and the urban area project on both sides of the extended Nguyen Gia Thieu road; and the detailed planning project for the Lan Chau-Song Ngu ecological tourism complex, resort villas, and sports and entertainment area in Cua Lo Town, invested by Song Ngu Son Joint Stock Company.

After listening to the opinions of the Standing Committee members and leaders of several relevant departments, the Provincial Party Secretary noted that the Lan Chau - Song Ngu project requires coordination with the police and military to ensure compliance with national defense and security regulations; for projects in Vinh City, investors are initially allowed to develop plans, but before granting investment certificates, specialized departments must conduct surveys and assess investment capacity and specific commitments during project implementation to ensure the project is on schedule and effective.

Regarding the content on some policies for high-quality human resources in Party agencies, the Fatherland Front, state administration, public service, and socio-political organizations in Nghe An, all speakers agreed that this is a very important and necessary policy to contribute to improving the quality of cadres and civil servants, meeting the requirements of socio-economic development of the province in the current period and in the coming years.

Concluding on this matter, Comrade Tran Hong Chau, Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, noted that it is necessary to distinguish this as a policy mechanism to attract talented individuals, different from recruitment regulations. This mechanism aims to attract high-quality human resources in fields where the province is lacking, not to attract a large number of people indiscriminately. For university graduates, in addition to the required qualifications, attention must be paid to the quality of university entrance; cadres pursuing further education must study in their respective fields; units and institutions must review and develop long-term plans for the utilization of human resources, which must be publicly announced through mass media. He also noted that the attraction policy needs to include criteria to attract human resources to work in Party and Fatherland Front agencies.
