Consider disciplining Mr. Tat Thanh Cang and Mr. Chu Hao

From November 12 to 14, 2018, in Hanoi, the Central Inspection Commission held its 31st meeting. Comrade Tran Cam Tu, Secretary of the Party Central Committee, Chairman of the Central Inspection Commission chaired the meeting.

At this meeting, the Central Inspection Commission (CIC) reviewed and concluded the following contents:

1- Inspection when there are signs of violations against comrade Tat Thanh Cang, member of the Party Central Committee, Standing Deputy Secretary of the Ho Chi Minh City Party Committee

Comrade Tat Thanh Cang violated the principle of democratic centralism and working regulations, violated the authority, principles, and procedures for handling work, violated the regulations of the City Party Committee on management and use of assets at enterprises owned by the City Party Committee and legal regulations in deciding on business cooperation policies, project transfers, and land use rights transfers of enterprises under the City Party Committee, and approved the policy for the representative of the City Party Committee's capital to vote on the issuance of shares to strategic shareholders at enterprises; lacked responsibility, slackened leadership and direction, lacked inspection and supervision, and allowed the assigned areas to have many violations of the law, causing great damage to the City Party Committee's budget.

During his tenure as a member of the City Party Committee, member of the City People's Committee, and Director of the Ho Chi Minh City Department of Transport, he violated the laws on land and construction investment management in signing the decision to approve the project and initialing the contract for the investment project to build 04 main roads in the Thu Thiem New Urban Area.

The violations of comrade Tat Thanh Cang are very serious, causing outrage in society, greatly affecting the reputation of the City Party Committee, to the point that disciplinary action must be considered and taken.

2- Review and enforce disciplineSome individuals regarding related responsibilities in the Project of Mobifone Telecommunications Corporation buying 95% of shares of Global Audiovisual Joint Stock Company (AVG).

After objectively and comprehensively reviewing the violations and shortcomings of individuals; based on the Party's regulations on disciplinary action against violating Party members, the Central Inspection Commission decided:

- Disciplinary action in the form of warning against comrade Nguyen Trong Dung, Deputy Head of the Enterprise Innovation Department, former Party Committee member, Party Cell Secretary, Director of the Enterprise Innovation Department, Government Office.

- Disciplinary action in the form of reprimand against comrade Le Manh Ha, former Deputy Head of the Government Office and comrade Tran Van Hieu, member of the Party Executive Committee, Deputy Minister of Finance.

- Propose that the Secretariat consider and take disciplinary action according to its authority against comrade Bui Quang Vinh, former member of the Party Central Committee, former Secretary of the Party Committee, Minister of Planning and Investment.

3- Review and enforce disciplineComrade Chu Hao, Director - Editor-in-Chief of Tri Thuc Publishing House, former member of the Party Executive Committee, Deputy Minister of Science and Technology, former member of the Central Council of the Vietnam Union of Science and Technology Associations.

Comrade Chu Hao has seriously violated the principles of party organization and activities, violated the qualifications and standards of party members and regulations on what party members are not allowed to do; has written and made statements contrary to the Political Platform, Party Statutes, resolutions, directives and regulations of the Party and the State, clearly showing the degradation of political ideology, "self-evolution", "self-transformation". As soon as the violations were discovered, the party organizations reminded and reviewed, but the comrade did not correct or correct them, but continued to commit new violations. During the process of consideration and implementation of discipline, the comrade did not comply with the Party's regulations, did not comply with the review, and had acts of opposition and defiance.

Comrade Chu Hao's violations were very serious, occurred over a long period of time, affected the prestige of the Party organization, and negatively impacted social ideology. Based on the Party's regulations on disciplinary action against violating Party members, the Central Inspection Commission decided to take disciplinary action by expelling Comrade Chu Hao from the Party.

4- Also during this session, the Central Inspection Commission gave opinions on the draft amendments and supplements to the Politburo's Regulations on the inspection and supervision of personnel work.
