Handling officials of 5 central agencies related to MobiFone's purchase of AVG
Three ministries, along with the Government Office and Binh Duong province, were asked to handle individuals involved in the MobiFone purchase of AVG.
On September 14, the Central Inspection Committee announced the review of the results of the inspection by the Ministry of Planning and Investment, the Ministry of Finance, the Government Office, the Ministry of Public Security and the People's Committee of Binh Duong province regarding the responsibilities related to the violations that occurred in the project of Mobifone Telecommunications Corporation purchasing 95% of the shares of Global Audiovisual Joint Stock Company (AVG).
Accordingly, Party committees and organizations in the above-mentioned agencies and localities are required to direct the review and handling of relevant collectives and individuals according to their authority.
The Central Inspection Committee will report to the Secretariat to direct the review and handling of a number of officials under the Central management.

Previously, the conclusion of the Government Inspectorate was announced on the afternoon of March 14, clearly stating the violations of ministries and branches related to the MobiFone project to buy AVG.
The inspection agency stated that this is a very serious economic incident, the project has a total investment of 8,900 billion VND, however, the violations, violations of regulations, and lack of responsibility of MobiFone lead to the risk of serious damage to the State's capital at this enterprise of about 7,006 billion VND...
The first responsibility belongs to the Ministry of Information and Communications, in addition, the inspector also pointed out violations and shortcomings of 5 other ministries and localities.
According to the authorities, AVG registered its headquarters in Thu Dau Mot city, Binh Duong province. Of which, 4 frequency channels that AVG was licensed by the Ministry of Information and Communications to use to pilot the "investment project to build digital transmission and broadcasting infrastructure and develop digital pay-TV entertainment activities" by AVG in cooperation with Binh Duong Radio and Television Station (approved by the Prime Minister for pilot implementation).
WithMinistry of Planning and Investment, the inspection conclusion stated that the Ministry's document No. 721 dated November 24, 2015 sent to the Prime Minister, requesting approval of the project's investment policy, was not in accordance with the provisions of the Investment Law.
Notably, after MobiFone signed a contract to transfer 95% of AVG shares and paid 95% of the contract value, on January 22, 2016, the Ministry of Planning issued document No. 27, which clearly stated the direct impact with many risks from purchasing 95% of AVG shares while MobiFone was in the process of equitization and "requested to stop implementing the project".
The opinions of the Ministry of Planning in the above two documents are inconsistent, the responsibility belongs to the relevant officers and civil servants of this Ministry.
