Strictly handle general news websites that violate the law.

The Department of Radio, Television and Electronic Information requested the Departments of Information and Communications to strengthen inspection and supervision; strictly handle violations of electronic news sites.

On October 24, 2016, the Department of Radio, Television and Electronic Information (PTTH&TTĐT) sent an official dispatch to the Departments of Information and Communications of provinces and centrally-run cities as well as organizations and enterprises that have established general electronic information websites, requesting them to improve the operational efficiency of these websites.

Recently, a large number of general electronic information sites have committed serious violations such as operating in violation of the provisions of the granted license, not in compliance with the regulations on general electronic information sites. Some sites have synthesized and provided information in violation of prohibitions, causing negative impacts on society, affecting the rights and legitimate interests of other organizations and individuals.

Therefore, to ensure that the operation of general electronic information sites complies with the provisions of law, the Department of Radio, Television and Electronic Information recommends that organizations and enterprises that establish general electronic information sites have a mechanism to strictly manage information sources, ensuring that only information is selected from sources with content consistent with national interests, social interests, and the legitimate interests of organizations and individuals; General websites need to strengthen supervision of general information from sources that often cause violations, as well as have a technical mechanism to immediately detect information that no longer exists on the original news site....

At the same time, the Department also requires organizations and enterprises to strictly implement the synthesis of information in accordance with the regulations on information sources in Decree 72: not to arbitrarily produce news articles like electronic newspapers and electronic magazines.

For local Departments of Information and Communications, the Department recommends that the Departments proactively establish additional channels to receive information reflecting on the management, provision and use of electronic information on the network such as telephone, email, receiving through electronic information portals, social networks; actively exchange, provide information and coordinate with the Ministry of Information and Communications to promptly handle violations.

The Departments of Information and Communications are also requested to strengthen inspection, supervision and rectification of the activities of organizations and enterprises establishing general electronic information sites with headquarters in the locality; strictly handle violations, especially those that do not comply with the content of the granted license, those that take advantage of general electronic information sites to operate as electronic newspapers, electronic magazines, those that forge electronic information sites of press agencies, other organizations and individuals for personal gain, those that provide information content that is not in line with the country's interests....
