Strictly handle violations of traffic safety on highways

Multiple violations detected

Recently, implementing the plan of the Ministry of Public Security, Highway Traffic Police Team No. 4 (Traffic Police Department) launched a peak campaign to ensure security, order and traffic safety during Tet 2025, thereby detecting many drivers violating the law.

Typically, at 7:30 a.m. on December 15, at Km 451 of the North-South Expressway, National Highway 45 - Nghi Son - Dien Chau - Bai Vot, the patrol team discovered a car with license plate 37K-033xx changing lanes on the expressway without signaling, causing the vehicle behind to brake suddenly. This behavior of the driver was recorded by the traffic police's professional equipment.

‏As soon as the vehicle turned off the highway, the working group at the intersection of National Highway 46B (Hung Tay commune, Hung Nguyen district) stopped the vehicle.‏ After reviewing the video recording his behavior, driver VVQ (born in 1998, residing in Thai Hoa town) admitted his violation.‏ For this violation, Mr. Q. was fined from 4-6 million VND and had his driver's license suspended for 2 months.

Along with checking for speeding violations, lane encroachment, lane changes without signaling... the Traffic Police force also conducted alcohol concentration checks on vehicles; randomly checked the operating status of journey monitoring devices, dash cams on passenger cars and contract passenger cars.

On the first day, after checking nearly 10 vehicles, Highway Traffic Police Team No. 4 discovered one violation, driver NTH (born in 1991, residing in Dak Lak province) was driving while using his phone. After viewing the video and images, driver H. admitted his mistake and signed the administrative violation report.

TAccording to the report of Highway Traffic Police Team No. 4, from December 15 to 29, the unit deployed a total of 45 shifts, with 315 officers and soldiers participating on the National Highway 45 - Nghi Son - Dien Chau - Bai Vot. Through inspection work, the Team has drawn up records to handle 203 violations.

The main violations include: exceeding the speed limit, not wearing a seat belt, using a phone while driving, changing lanes without signaling... The total fine amounted to 663,200,000 VND, and at the same time, the driving licenses of 97 cases were revoked and the badges of 9 cases were revoked.Recorded 67 speeding violations (including 53 cars, 14 trucks), 9 lane changes without signaling (including 8 cars, 1 truck). Sent fine notices for 222 speeding violations, 85 lane changes without signaling.

Previously, in February 2024, a clip appeared on Facebook showing a truck traveling in the opposite direction on the North-South Expressway, Nghi Son - Dien Chau section. The image shows the truck driver constantly changing lanes, while flashing his lights to ask the vehicle to give way under the law.

At this time, on the highway, there was thick fog, limited visibility, and vehicles traveling in the opposite direction to the violating truck were driving slowly, so fortunately there was no collision.

After receiving the information, Highway Patrol and Traffic Control Team No. 4, Traffic Police Department verified that the truck traveling in the opposite direction on Nghi Son - Dien Chau Highway with license plate 37C-113.90, was driven by Phan Van S. (born in 1975), residing in Do Luong district.

At the police station, driver S. admitted that on February 20, he drove a dump truck with license plate 37C-113.90 in the wrong direction on the Nghi Son - Dien Chau highway.

Justifying his wrong turn, driver S. said that because he did not know the way, he went onto the Nghi Son - Dien Chau expressway, heading South - North. After realizing he was on the wrong road, the driver turned around and went the wrong way on the expressway to reach the intersection.

For the above violation, Highway Traffic Patrol Team No. 4 (Traffic Police Department) has drawn up an administrative violation record, temporarily detained the vehicle and driver's license of driver S. to handle according to the provisions of law.

In addition, the Provincial Traffic Safety Committee said that recently it has received reports of some people arbitrarily climbing over the fence at Km453+00-Km455+00 in the area of ​​Hung Yen Nam and Hung Yen Bac communes (Hung Nguyen) to enter the expressway, driving vehicles not allowed to circulate on the expressway belonging to the Dien Chau - Bai Vot investment component project; throwing rocks or other materials onto the road, endangering vehicles participating in traffic on the expressway.

Combine propaganda with strict handling of violations

To promptly rectify the above situations, on December 2, 2024, the Provincial Traffic Safety Committee issued Document No. 344/ATGT to the Traffic Safety Committees of the districts and towns of Hoang Mai, Quynh Luu, Dien Chau, Nghi Loc and Hung Nguyen, requesting the direction of communes, wards and towns to strengthen propaganda and mobilize people not to arbitrarily cross the fence to enter the expressway; not to stand on overpasses to throw rocks, soil, and dangerous materials onto the expressway; not to drive vehicles not allowed to circulate on the expressway.

Use loudspeakers of communes and wards to warn people that the above behaviors can cause insecurity for people and vehicles when participating in traffic on the highway and violate the law.

The provincial Traffic Safety Committee also requested the Traffic Safety Committees of localities to direct the district and commune police to patrol, control, remind people, warn about the risks of causing accidents to people, vehicles and the responsibility to compensate for damages caused by the above causes; strictly handle cases of intentional violations, coordinate to draw up records of administrative violations according to the provisions of law; review and detect shortcomings to promptly make recommendations and have solutions to overcome the above situation...

Along with propaganda work, it is known that, implementing the peak period to ensure security, order and traffic safety during Tet 2025, Highway Traffic Police Team No. 4 will strengthen inspection and handling, focusing on behaviors that directly lead to traffic accidents on highways such as: Speeding violations, changing lanes without signaling, stopping and parking on the highway in the wrong place, violating alcohol and drug concentrations, cargo vehicles with extended walls and cargo beds, overloading, etc.

For passenger vehicles (contract vehicles), the working groups will focus on checking the maintenance and data transmission of the journey monitoring system and dash cam according to Decree 10; using data from the device to handle the acts of driving while using phones or tablets; driving without seat belts, and carrying more passengers than the prescribed number.

People should also note that from January 1, 2025, Decree No. 168/2024/ND-CP regulating administrative penalties for violations in the field of road traffic will officially take effect. Notably, this decree has greatly increased the penalty for acts and groups of acts that are the main causes of many accidents; especially if they occur on highways.

Among them, the act of reversing or turning around on the highway is one of the violations with the highest fine, from 30 - 40 million VND, a significant increase compared to the previous level of 16 - 18 million VND. Or acts such as stopping or parking in the wrong place on the highway also have the fine increased from 10 - 12 million VND to 12 - 14 million VND.

Therefore, in addition to the involvement of local authorities and functional forces, people need to comply with traffic rules when traveling on the highway, to ensure safety for themselves and other road users.

People absolutely do not perform such acts. Throwing rocks or other materials down is dangerous for vehicles traveling on the highway because the vehicles running on the highway often move at high speed, the time and distance to handle the situation is very short, if a traffic accident occurs, it often causes very serious consequences.
