At the press conference on the morning of September 28, Mr. Nguyen Van Hieu - Deputy Head of the Book and Card Department (Vietnam Social Insurance) said that as of September 19, 2017, 63 Social Insurance agencies of provinces and cities have deployed training and software guidance for Social Insurance agencies of districts. On that basis, Social Insurance agencies of districts and towns continue to provide lists and declaration forms to agencies and units managing subjects to guide the declaration of additional information to issue Social Insurance codes for participants.

The printing and issuance of new social insurance books and health insurance cards will be implemented simultaneously for all participants nationwide from October 1, 2017 when the rate of participants being managed synchronously according to social insurance codes reaches 70% or more. Before this time, social insurance in provinces and cities will still review, synchronize data and reissue, exchange social insurance books and health insurance cards arising due to loss, damage, and information adjustment according to social insurance codes.

Specifically: there are 437,493 cases of changing health insurance cards.

Changing social insurance books is only done in cases where one person has 2 social insurance book numbers.

During the time waiting for synchronization, issuance of social insurance codes, social insurance books and health insurance cards that have been issued but have not been changed or reissued according to the new model are still valid until they are reissued or reissued.

To ensure the progress of implementation, review, and synchronization of social insurance code issuance, and to avoid the slow issuance of health insurance cards and affecting the rights of participants, Vietnam Social Security has assigned staff to directly go to provincial social insurance agencies to grasp and resolve problems.
