Addressing the issue of unauthorized opening of median barriers on National Highway 1A.
(Baonghean) - On February 26, 2015 and March 2, 2015, Nghe An Newspaper published articles titled "Quickly put an end to the unauthorized construction of level crossings on National Highway 1A"; on March 6, 2015, the Provincial People's Committee issued Official Letter No. 1175/UBND-GT regarding the rectification and handling of the above situation...
The project to upgrade and expand National Highway 1A through Nghe An province was completed and put into use on December 31, 2014. However, just over two months after its opening, some iron anti-glare screens installed in densely populated areas have been removed, and some sections of the rigid median barrier have been illegally opened by residents, deviating from the approved design. This has seriously affected public order and traffic safety on National Highway 1A in the province.
To prevent acts of damage to road transport infrastructure and ensure traffic safety during the operation of National Highway 1A, the Provincial People's Committee assigns the Provincial Police, the Departments of Transport, Justice, and Information and Communications; the Provincial Radio and Television Station, Nghe An Newspaper; the People's Committees of relevant districts, towns, and cities; and project investors to urgently implement the following contents:
1. People's Committees of districts, towns, and cities through which National Highway 1A passes:
- Strengthen propaganda and dissemination efforts to organizations, individuals, and households along National Highway 1A regarding traffic safety and order, strictly prohibiting the dismantling of anti-glare iron grilles and the unauthorized opening of median strips on National Highway 1A that infringe upon traffic infrastructure and affect traffic flow.
- Directing district-level police forces to organize inspections, detect, and strictly handle, in accordance with the law, organizations and individuals who intentionally violate road infrastructure regulations.
- Coordinate with the Department of Transportation, project investors, and construction units to conduct inspections and reviews to adjust (if necessary) the locations of median openings that are not in line with reality; install additional anti-glare iron mesh.
- Coordinate with relevant authorities in managing and protecting the transportation infrastructure along National Highway 1A.
2. Assign to the Department of Transportation:
- Direct the Inspectorate of the Department of Transport to take the lead in coordinating with the Police force and the Inspectorate of the Road Management Department II to strictly inspect and handle organizations and individuals who violate the regulations on road transport infrastructure.
- Coordinate with road management agencies, project investors, and local authorities to continue reviewing and adjusting (if necessary) locations where median openings are not in line with reality; reinstall illegally opened intersections, and install additional iron railings that have been removed.
- Strengthen inspection work, promptly report and advise the Provincial People's Committee on solutions to ensure security, order and traffic safety on National Highway 1A section passing through Nghe An province.
3. Provincial Police:
Directing the police forces in districts, cities, and towns through which National Highway 1A passes to strengthen inspection and control work to promptly detect, prevent, and strictly handle individuals who arbitrarily dismantle anti-glare steel mesh panels and rigid median barriers, thereby encroaching on road infrastructure.
4. Departments and agencies: Justice, Information and Communications, Provincial Radio and Television Station, Nghe An Newspaper:
Strengthen the dissemination of traffic safety laws; produce documentaries to raise awareness and warn about the consequences of traffic accidents caused by violations of traffic infrastructure regulations.
5. We propose the following to the project investors:
Coordinate with local authorities and relevant units to inspect and immediately close any illegal openings in the median strip that do not conform to the approved design documents or have been inspected and agreed upon by relevant parties to conform to the actual situation; and install complete anti-glare netting.
Upon receiving this document, relevant units are requested to promptly implement the instructions.
