Driver Le Van Thoi, born in 1971, permanent resident of Vinh Tien commune, Vinh Loc district, Thanh Hoa province, confessed that due to the high demand for travel during Tet, Thoi arranged additional plastic chairs on the floor of the car to pick up more passengers to earn extra income.

Thoi added that whenever he saw police on the road, the bus company would signal the passengers sitting on the floor of the bus to bend down to avoid being detected as being overloaded.
