In order for the Party to perform its ruling role well, it requires the thinking and capacity of cadres and Party members to be renewed and truly improved in quality. In practice at the grassroots level, the participation of Party members in the policies of the higher-level Party is still weak, with basic agreement without critical and constructive opinions.

In my opinion, firstly, the thinking and capacity of party members are still limited; secondly, the courage of party members is not high; thirdly, some cadres are not really attached to and close to the people, have not created prestige in the Party, to ensure they can hold power, so party members do not have faith and do not want to contribute ideas to participate in building.

These are issues for our Party, for the 12th Party Congress to analyze, find the causes, and from there propose solutions and appropriate steps to truly improve the Party's governing capacity. Therefore, I hope that the 12th Party Congress will focus on in-depth discussions and propose solutions to improve the capacity and mettle of cadres and Party members.

At the same time, we should pay attention to discussing the innovation of personnel work, in which it is necessary to specify the standards for each specific position and specific job requirements; from there, it will be the basis for correctly assessing the nature of the staff, then implementing the next steps in structuring, arranging, appointing, promoting, and implementing personnel policies. Only by doing this well can we hope to effectively implement the streamlining of the payroll, selecting and reducing who, to ensure the quality of the apparatus.

Finally, it is necessary to come up with a reasonable policy for grassroots cadres to both create peace of mind and motivate this team to work, improve the quality of activities of the grassroots political system, the level closest to the people and also the level that concretizes and brings the Party's guidelines, resolutions and policies into life.

In Que Phong district, there are 9 ethnic groups living together, of which ethnic minorities account for about 90%.

In recent years, the Party and State have had many policies to invest in infrastructure, create livelihoods and promote the role of prestigious people among ethnic minorities, and Que Phong is one of the localities that has benefited.

The policies have created conditions for infrastructure construction and improved living standards for the people. However, the implementation in practice still has some shortcomings. For example, implementing Program 135 in the component on basic construction investment, the state needs to study to increase the investment rate to over 2 billion VND/year/commune to speed up the process of infrastructure construction for localities, avoiding dispersion and prolonged investment.

In addition, the components of this program should also be focused on one focal point for a more synchronous implementation process. Therefore, the Resolution needs to be more specific in terms of having concentrated investment and increasing the level of investment and support for programs for ethnic minority and mountainous areas compared to the present.
