Yen Son (Do Luong): Mobilizing 120 billion VND to build new rural areas

(Baonghean) - Yen Son is a plain commune of Do Luong district, with a small natural area and a large population. Over the past years, thanks to innovation in thinking and working methods, promoting internal solidarity, the commune has completed 19/19 criteria and was honored to receive a decision from the Chairman of the Provincial People's Committee recognizing the commune as meeting new rural standards in 2015.

These days, coming to Yen Son, we can clearly feel the changes in all the alleys and villages. Meeting us while urgently preparing for the ceremony to receive the new rural standard certificate, Mr. Tran Duc Hoi - Secretary, head of Yen Trung hamlet happily said: We mobilized the hamlet to raise over 350 million VND in cash to build a new cultural house, an average of 300 - 400 thousand VND/household. Stone benches and sports grounds were all donated by the people and children of the hometown who are working and studying far away. We, the people, believe in the policies of the Party and the State, determined to promote production development to build a prosperous homeland.

The commune has focused on planning socio-economic development for the period 2010 - 2020 based on 19 criteria and 39 targets. It has built a roadmap to implement each criterion and target. At the same time, it has launched the movement "All people join hands to build new rural areas", with the motto of mobilizing all resources to the maximum, considering the people as the subject of all programs. The commune has organized dissemination in the Party Committee, departments and branches to closely follow the policies, promoted propaganda for the people, and held hundreds of meetings in the community so that people can clearly understand the 19 criteria and 39 targets for building new rural areas.

The Party and government have identified infrastructure construction as one of the most difficult tasks requiring large resources and funds. Therefore, they have focused on attracting over 120 billion VND to build new rural areas, of which people contributed over 79 billion VND, accounting for 66%. Thanks to that, in 5 years, the commune has invested in upgrading nearly 22 km of communal roads, inter-commune roads, village and hamlet roads, alleys, over 6 km of intra-field roads, 26 km of irrigation canals, 12/13 hamlets have standard cultural houses, accounting for 92%, 9/13 standard sports areas, and a spacious school system. Thanks to that, the face of the countryside is increasingly improving.

Taking advantage of convenient transportation, the synchronous investment in the intra-field canal system, the commune focuses on shifting the economic structure towards goods, promoting intensive farming, building large-scale model fields, joint ventures, and associations with enterprises, increasing production value per unit area. Up to now, the whole commune has 200 hectares of high-quality rice, 5 models of high-income farms and mixed farms, and the total herd of buffaloes, cows, and pigs for goods has increased. Thanks to that, by the end of 2015, the value of agricultural production reached 195 billion VND/year, an increase of 103% compared to the plan.

Yen Son focuses on promoting the development of industries, services, and trade. The whole commune has developed over 300 groups of workers, milling and processing facilities for animal feed, carpenters, masons, 272 small traders, and construction enterprises. Thanks to the right economic restructuring, the application of science and technology in production, animal husbandry, and other industries, by the end of 2015, the average income per capita reached over 38 million VND/person, an increase of 25 million VND/person compared to 2010.

The socio-cultural field has many improvements, 100% of households have audio-visual equipment, the rate of households with copper cable systems providing Internet connection is increasing. The village road system has electricity for lighting. The rate of cultural families annually reaches 85%, 10/13 hamlets maintain and promote the title of cultural hamlet. Attention is paid to education, learning encouragement, and talent encouragement, currently 13/13 hamlets have learning encouragement funds, many families have learning encouragement funds. The quality of teaching and learning is increasingly improved, 2/2 schools meet national standards, 100% of children of school age go to school, the rate of students passing exams to universities and colleges is increasing. Basically, people benefit from health care and clean water programs. Security and national defense work is ensured and promoted well.

Mr. Hoang Van Kien - Chairman of Yen Son Commune People's Committee, said: Being recognized as a commune meeting new rural standards is a great honor for the entire Party Committee, government and people of the commune. Although there are still many difficulties in the new term, the commune will continue to make more efforts to improve the quality of the criteria, striving to become a commune in the top localities with strong socio-economic development in Do Luong district.
