Yen Thanh 'reached the finish line' as a new rural district, with absolutely no outstanding debt.

On the morning of November 1, the Provincial New Rural Area Appraisal Council, headed by Comrade Le Hong Vinh - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee, organized the appraisal of the contents and criteria of new rural districts in Yen Thanh district.

No arrears

As a district with a large area of ​​39 communes and towns, thanks to knowing how to promote the strength of the entire political system in leadership, direction, and implementation in a synchronous, close, and drastic manner, with many dynamic and creative ways, suitable to the actual conditions of each locality, after 10 years of implementing the National Target Program on New Rural Construction in Yen Thanh district, comprehensive and outstanding results have been achieved.

The rural appearance has many innovations, grassroots democracy regulations have been well implemented, social security and order have been strengthened, the political system has been consolidated and strengthened, production scale and material and spiritual life have been increasingly improved. Investment attraction work continues to be directed and implemented in all fields, contributing to promoting labor restructuring and local economic development.

By the end of 2019, Yen Thanh had 38/38 communes meeting the new rural standards; the poverty rate was 2.92% (down 6.5% compared to 2010); the average income per capita was estimated at 42.43 million VND/person/year. Up to now, Yen Thanh district has self-assessed that it has met 9/9 criteria for building a new rural district. In particular, the district has no outstanding debts in building a new rural district.

Total mobilized capital for new rural construction over the past 10 years is nearly 5.5 trillion VND. Of which: Central budget is more than 242 billion VND, provincial budget is more than 348 billion VND, district budget is more than 277 billion VND, commune budget is more than 1.3 trillion VND, combined capital is nearly 1.2 trillion VND, credit loan capital is more than 203 billion VND, enterprise capital is more than 189 billion VND, people's contribution is more than 1.7 trillion VND.

Achieved 9/9 criteria for building new rural districts

At the conference, members of the provincial NTM appraisal council, representing departments and branches, basically agreed that the district had met 9/9 criteria for building a NTM district. However, in addition, the departments and branches suggested that Yen Thanh district continue to pay attention to some remaining issues and limitations: the district needs to form concentrated development areas for medicinal plants, fruit trees... as well as agricultural development models, in order to effectively exploit land area, create jobs, and increase income for people.

The District General Hospital needs to invest in medical examination and treatment equipment to meet the health care needs of the people; some commune health stations have not been upgraded to meet standards. The District needs to pay more attention to children's playgrounds.

Regarding the system of collecting and treating domestic waste in the district, although some localities have invested in building incinerators, the district has not yet planned a centralized treatment area; in addition, the district's industrial clusters have not yet built a centralized waste treatment area.

Receiving the opinions of the members of the provincial NTM appraisal council, comrade Phan Van Tuyen - Chairman of Yen Thanh District People's Committee explained the opinions and said that, with the motto of building NTM with a starting point but no ending point, the locality will continue to overcome the shortcomings in some criteria in the coming time, especially the district will coordinate with the Department of Construction to announce the NTM district planning this November.

Speaking at the conference, comrade Le Hong Vinh - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee acknowledged the unified direction of the entire political system from the district to the grassroots level and the consensus of the people in the movement to build new rural areas in the past 10 years. Especially after the field survey in some localities, it was shown that the localities have effectively participated; infrastructure has been properly invested, many traffic routes have been planted with trees and flowers to create highlights.

Through the opinions of departments and branches agreeing with the 9 criteria for building a new rural district of Yen Thanh that have been achieved, the Vice Chairman of the Provincial People's Committee requested Yen Thanh district to continue to promote propaganda work to the people in the movement to build a new rural district, especially protecting the environmental landscape on the roads, village cultural houses... After this conference, Yen Thanh district will supplement the necessary data and information to complete the dossier, submit to the Government for recognition of a new rural district in the coming time.
