Yen Thanh joins hands to build new countryside

(Baonghean) - As a purely agricultural district, people's lives are still difficult, but in recent years, Yen Thanh has led the whole province in the new rural construction movement, with 19/38 communes meeting the standards. Yen Thanh is striving to reach the new rural standard in 2020.

Arriving at Minh Thanh, the people of Hamlet 2 were concentrating on pouring concrete on the hamlet road. Mr. Lang Trong Thanh - Secretary of the Hamlet 2 Party Cell said that the hamlet has more than 2.5km, of which 1.5km has been completed. To make the hamlet concrete road, in addition to the cement supported by the state, each person had to pay an additional 700,000 VND.

Minh Thanh is a mountainous commune of Yen Thanh district that registered to reach the NTM target in 2017. Currently, the commune has achieved 17/19 criteria, and is striving to complete 2 criteria: traffic and cultural village. The most difficult problem is traffic, the whole commune has 65 km of communal and hamlet roads, currently 25 km have been asphalted and concreted. This also means that, to complete the traffic criteria, the commune must concrete and harden the remaining 40 km of roads. For a commune like Minh Thanh, this is truly a difficult challenge to overcome to complete the NTM construction roadmap.

Mr. Phan Phuc Hao - Secretary of the Minh Thanh Commune Party Committee said: Regarding cultural villages, currently there are 7/11 villages, 4 villages have not met the criteria, but completing this criterion is not difficult, the biggest problem now is still traffic. The commune is large, the population is small, so mobilizing people's strength is difficult.

The difficulties of Minh Thanh commune are also the common situation of Yen Thanh district. In 2016, the district has organized the construction of 80.5km of concrete roads, but up to now, there are still 18 communes that have not met the traffic criteria. Mr. Nguyen Van Duong - Head of the district's Agriculture Department said that the communes with favorable conditions have reached the finish line, the remaining communes in the lower group have difficult economic and social conditions. The semi-mountainous communes such as Minh Thanh, Dong Thanh... have large terrain, people's lives are still difficult, and mobilization is difficult.

Meanwhile, the state support is limited, the later communes are more difficult but the amount of cement support is the same as that of the communes that finished first, so it is very difficult to implement. Not to mention the determination to build a new rural area of ​​the people and leaders of the communes is not high. In 2017, Yen Thanh only had 2 communes registered to finish with the province, Minh Thanh and My Thanh, these 2 communes were supported with cement by the province, but the other 4 communes, Trung Thanh, Dong Thanh, Bao Thanh, Vinh Thanh, registered at the district level, so they were only supported with cement after completing the criteria, which means that the communes have to work very hard to arrange the budget.

Even Son Thanh is the first commune recognized by the province as meeting new rural standards. In 2015, it was selected by the Provincial People's Committee as one of three pilot communes to build a model new rural area in the whole province, but currently it has not met three criteria: transportation, irrigation and production organization. Up to now, Son Thanh commune has met 16/19 criteria (according to the set of criteria for a model new rural area). Mr. Phan Van Tuyen - Chairman of the District People's Committee said: The budget to support new rural construction is still limited, while the demand for new rural infrastructure construction is high, the district has a large area, many administrative units, and the local budget is still limited, which has greatly affected the progress of new rural construction.

Despite many difficulties, Yen Thanh is the leading district in the province in implementing the new rural construction program. Integrating capital sources and programs into implementation, in 2016, the total capital for implementing the program was 370,652 billion VND. Of which: Budget capital was 117,170 billion VND, accounting for 32%; Integrated capital was 28.9 billion VND, accounting for 8%; Other capital was 9,040 billion VND, accounting for 2%; Capital mobilized from community contributions was 215,747 billion VND, accounting for 58%.

For example, in Minh Thanh, despite many difficulties, the commune has sought all sources of support from the province to the district, taken from the commune budget, mobilized Thanh Dat's children to invest in clean and beautiful infrastructure; built a medical station with a total investment of more than 5 billion VND (of which the provincial capital is 4.5 billion VND, the commune budget spent more than 500 million VND). Currently, in addition to making efforts to complete the criteria of traffic and cultural village, the commune is also consolidating other criteria.

Strive for an average of each commune that has not yet reached the finish line, increasing 1-2 criteria to meet the standards, no more communes meeting less than 9 criteria. Continue to direct and build Son Thanh commune to speed up the progress of building a model new rural commune. Promote the construction of production development models to increase income for people, replicate models with high economic efficiency. To achieve the set goals, in the coming time, Yen Thanh will continue to direct the improvement of the quantity and quality of criteria. For communes that have met the new rural standards, they will continue to review and improve the quality of new rural construction in a sustainable and modern direction according to the new set of criteria towards building a model new rural commune. Communes that have met the standards but have criteria that do not meet the new set of criteria must complete the supplement in 2017. Focus on debt settlement and do not allow additional debt to arise in basic construction, do not approve and invest in construction projects when the source of capital has not been determined.

For communes registered to meet new rural standards in 2017, review and evaluate each criterion content, on that basis develop a specific implementation plan for each content, combined with the mobilization of people's resources for implementation; at the same time, improve the quality of achieved criteria to ensure consistency and sustainability.
