Require ministries, branches and localities to speed up the progress of important projects and works
Prime Minister Pham Minh Chinh has just signed and issued Official Dispatch No. 780/CD-TTg dated September 3, 2023, requesting ministries, branches and localities to continue to promote the highest sense of responsibility and make efforts to speed up the progress of important national projects and key works in the transport sector.

Telegrams sent to the Ministers of the Ministries of Transport, Planning and Investment, Finance, Construction, Natural Resources and Environment, Industry and Trade; Chairman of the State Capital Management Committee at Enterprises; Chairmen of People's Committees of provinces and centrally run cities, clearly stated:
Recently, the Government, the State Steering Committee for important national and key projects of the Transport sector and Government leaders have issued many instructions to remove difficulties and obstacles, speed up the implementation of key transport projects, especially expressway projects.
Investors, construction contractors, and consulting contractors have actively worked continuously in "3 shifts, 4 teams", many construction projects were carried out even during holidays and Tet; thanks to that, up to now, the whole country has 1,832 km of expressways in operation and is actively implementing construction of the remaining sections on the North-South expressway in the East; the belt roads of the Hanoi Capital Region, Ho Chi Minh City and expressways connecting the Northwest, Central Highlands, Southwest and Mekong Delta regions.
During the recent holiday celebrating the 78th anniversary of the August Revolution and National Day on September 2, on key transport projects, cadres, workers and employees in many places still worked enthusiastically, "overcoming the sun, overcoming the rain, overcoming difficulties", working through holidays and Tet, including promptly putting some important sections of routes into operation; starting construction of some major aviation projects. On behalf of the Government, the Prime Minister acknowledged, highly appreciated and commended the ministries, branches, localities, construction forces and consultants for their efforts and determination to bring the projects to completion on schedule, ensuring quality.
To continue promoting the highest sense of responsibility, promptly overcoming all difficulties and obstacles, striving for the goal of having about 3,000 km of expressways by 2025 and 5,000 km of expressways by 2030 as set out in the Resolution of the 13th Party Congress, the Prime Minister requested:
1. On the construction progress of important national projects and works, key to the Transport sector
The Ministry of Transport, relevant ministries, branches and People's Committees of provinces and centrally-run cities continue to resolutely and effectively implement the directions of the State Steering Committee for important national and key projects of the Transport sector and the Government leaders; direct functional agencies and local authorities at all levels to make more efforts, focus on removing difficulties and handling existing problems in site clearance, moving technical infrastructure works, removing obstacles related to exploitation and supply of construction materials; focus on accelerating construction progress, completing and putting into operation works and projects on schedule, ensuring quality; review synchronous connections with expressways to promote investment efficiency, exploit land funds, promote socio-economic development of regions, localities and the whole country.
On this occasion, the Prime Minister requested the Minister of Transport, Chairman of the State Capital Management Committee at Enterprises, Chairmen of People's Committees of provinces and centrally-run cities to have appropriate and timely forms to propagate, motivate, encourage and reward collectives and individuals, create a new atmosphere, enhance the spirit of emulation in labor and production at important national projects and key works of the Transport sector.
2. On flexible adjustment of capital between tasks and projects of the Socio-Economic Recovery and Development Program and tasks and projects under the Medium-Term Public Investment Plan for the 2021-2025 period
In Resolution No. 97/NQ-CP dated July 8, 2023, the Government assigned the Ministry of Planning and Investment to take the lead in guiding ministries, central and local agencies in implementing the tasks and solutions approved by the National Assembly in Resolution 93/2023/QH15. In Notice No. 328/TB-VPCP dated August 15, 2023, Deputy Prime Minister Le Minh Khai assigned the Ministry of Planning and Investment to take the lead in coordinating with the Ministry of Finance to urgently issue guiding documents and report to the Prime Minister on the implementation results before August 18, 2023. However, to date, the coordination between the two capital sources still has many problems.
Request the Minister of Planning and Investment to preside over and coordinate with the Minister of Finance to urgently issue documents guiding ministries, central agencies and localities on adjusting capital between tasks and projects of the Socio-Economic Recovery and Development Program with tasks and projects under the Medium-Term Public Investment Plan for the period 2021 - 2025 that have been allocated capital in the State budget estimate for 2023 according to Resolution No. 93/2023/QH15 to ensure maximum disbursement of assigned capital, focusing on immediately resolving the issue of capital adjustment for the Eastern North-South Expressway project and other key projects, absolutely not affecting the progress of project implementation, completing before September 9, 2023 and reporting back to the Prime Minister.
The Minister of Finance, in accordance with assigned tasks, shall closely coordinate with the Minister of Planning and Investment to promptly disburse the adjusted capital assigned in 2023, ensuring progress as required and in accordance with regulations.
The Government Office regularly monitors, urges and inspects the implementation of this dispatch; periodically reports to the Prime Minister on the implementation results every month./.
