On August 30, the Central Inspection Committee issued a document directing the People's Committee of Can Tho City to seriously review, consider, and clarify the responsibilities of the Standing Committee of the City People's Committee and related organizations and individuals in receiving and appointing Mr. Vu Minh Hoang from the Southwest Steering Committee to hold the position of Deputy Director of the Center for Investment - Trade Promotion and Exhibition Fairs.

According to the Central Inspection Commission, the People's Committee of Can Tho City received and appointed Mr. Hoang while he was studying in Japan, without a party membership record, without evaluating the civil servant records, violating the principles and procedures on personnel work... The Central Inspection Commission directed the People's Committee of Can Tho City to withdraw and cancel the decision to receive and appoint Mr. Vu Minh Hoang.

Director of the Department of Home Affairs of Can Tho City Nguyen Hoang Ba said he has not yet received the document from the Central Inspection Committee. "When we receive the document and receive instructions from the People's Committee of Can Tho City, the Department of Home Affairs will take the next steps in this case," Mr. Ba said.

Mr. Nguyen Khanh Tung, Director of the Can Tho Center for Investment - Trade Promotion and Exhibition Fairs, said that Vu Minh Hoang is still in Japan and has reported that he successfully defended his doctoral thesis."Hoang still reports on assigned work," said Mr. Tung.

According to the records, in June 2014, the Southwest Steering Committee recruited Mr. Vu Minh Hoang, a master's degree holder in International Development, to work at the General Research Department. According to the decision, Mr. Hoang was entitled to 85% of the specialist salary, with a 12-month probationary period.

On September 8, 2014, the Southwest Steering Committee decided to send Mr. Hoang to study for a doctorate in Japan for 3 years. During this time, Mr. Hoang did not receive salary, related benefits, and paid for his own social insurance.

In August 2015, Mr. Hoang was recognized as having completed his probationary period. Early the following year, the Southwest Steering Committee appointed Mr. Hoang as Deputy Director of the Economic Department.32 days later, the Deputy Director was transferred to the People's Committee of Can Tho City, where he was appointed Deputy Director of the Center for Investment - Trade Promotion and Exhibition Fairs.

At the end of March 2016, Mr. Hoang continued to apply to go to Japan to complete his doctoral program with self-funded funding and was accepted.

Recently, the Central Inspection Committee has concluded on violations that occurred at the Southwest Steering Committee during the 2011-2016 period.

Accordingly, Mr. Nguyen Phong Quang - former Deputy Standing Committee, Head of the Standing Agency of the Steering Committee, Mr. Nguyen Quoc Viet - Party Committee Secretary, Deputy Steering Committee and a number of other officials caused very serious consequences...

Mr. Quang is said to have violated working regulations and the principle of democratic centralism in giving policies and decisions on organizational and personnel work; directly signed the appointment of 32 cases that did not ensure principles, processes, procedures and did not meet the conditions and standards, including Mr. Vu Minh Hoang.
