The request is for Samurai Co., Ltd. to address the outstanding issues on the land plot where the residential land subdivision project is being implemented in Dong Loc commune.
The People's Committee of Dong Loc commune (Nghe An province) recently issued a document requesting Samurai Co., Ltd. to address outstanding issues on the land plot where the residential land subdivision project is being implemented in Nghi Thach commune (formerly).
On July 29th,Dong Loc Commune People's CommitteeDocument No. 115/UBND-KT"Regarding the resolution of outstanding issues and obstacles in the residential land subdivision project in Nghi Thach commune"Sent to Samurai Co., Ltd.

Here is the information:"The project for a factory producing and assembling refrigeration and household appliances in Nghi Thach commune (now Dong Loc commune) was granted a land use right certificate by the Department of Natural Resources and Environment to Samurai Co., Ltd. on April 23, 2015, with an area of 15,252 m², for the purpose of non-agricultural production facilities."
In 2016, the Provincial People's Committee approved the conversion of land use and the detailed construction plan at a scale of 1/500 for the subdivision of residential land plots. However, to date, the project has not yet completed the relevant legal procedures to be allocated residential land as per regulations.

Over the past period, the aforementioned land has not been strictly managed by the company, leading to a situation where some areas have become dumping grounds for construction waste and household waste, causing environmental pollution, detracting from the aesthetics, and affecting the daily lives of residents in the area; some households have arbitrarily built temporary shelters, stalls, and conducted illegal businesses on land that has not yet been converted for other uses.”
To put an end to this situation, the People's Committee of Dong Loc commune requests Samurai Co., Ltd. to implement the following:
“1. Urgently organize the collection and thorough processing of all household and construction waste generated in the allocated land area. At the same time, implement specific solutions for land management, promptly and thoroughly preventing illegal waste dumping.”
2. Coordinate closely with provincial departments and agencies to complete all relevant procedures in accordance with regulations, ensuring the project is implemented on schedule.
3. Until the land use conversion procedures are completed and the company and related individuals are eligible for residential land allocation according to regulations, they are required not to carry out any construction activities on the land.

Previously, the residential land subdivision project in Nghi Thach commune (formerly) by Samurai Co., Ltd. was reported on by Nghe An Newspaper and Radio and Television in an article titled "A moment of silence at the Samurai Nghi Thach project.".
On July 18, 2025, the People's Committee of Dong Loc Commune sent Document No. 72/UBND-KT to the People's Committee of Nghe An Province; and to Nghe An Newspaper, Radio and Television. In this document, the People's Committee of Dong Loc Commune reported to the People's Committee of Nghe An Province on several issues related to the land subdivision project for residential use in Nghi Thach Commune (formerly) by Samurai Co., Ltd.; affirming that the reports on the project's shortcomings by Nghe An Newspaper, Radio and Television were accurate.

Therefore, the People's Committee of Dong Loc commune requests the People's Committee of Nghe An province to direct relevant departments and agencies to work with the investor to expedite the project implementation; if the investor fails to implement the project according to the approved schedule, then legal action should be considered and taken in accordance with the law.
