Request Samurai Company Limited to handle the existing problems on the land for the land division project in Dong Loc commune.
Dong Loc Commune People's Committee (Nghe An) recently issued a document requesting Samurai Company Limited to handle the existing problems on the land for the project of dividing residential land in Nghi Thach Commune (old).

Here is the information:“The project of the factory for manufacturing and assembling refrigeration and household appliances in Nghi Thach commune (now Dong Loc commune) was granted a land use right certificate by the Department of Natural Resources and Environment to Samurai Company Limited on April 23, 2015, with an area of 15,252 m², the purpose of use is non-agricultural production land.
In 2016, the Provincial People's Committee approved a policy to allow the change of land use purpose and approved a detailed construction plan at a scale of 1/500 to divide residential land. However, the project has not yet completed the relevant legal procedures to be allocated residential land according to regulations.
In the past, the above land was not strictly managed by the Company, leading to a situation where some areas became a collection point for construction waste and household waste, causing environmental pollution, spoiling the beauty and affecting the lives of people in the area; some households arbitrarily built temporary tents, stalls and illegally organized businesses on the land that had not been converted for its intended use.
To end the above situation, Dong Loc Commune People's Committee requested Samurai Company Limited to implement the following contents:
“1. Urgently organize the collection and thorough treatment of all domestic waste and construction waste generated on the assigned land. At the same time, have specific solutions in land management, promptly and thoroughly prevent illegal waste gathering.
2. Closely coordinate with provincial departments and branches to complete all relevant procedures according to regulations, ensuring conditions for project implementation on schedule.
3. During the time when the procedures for changing land use purposes have not been completed and the conditions for land allocation according to regulations have not been met, the Company and related individuals are required not to carry out any construction activities on the land.
Previously, the project of dividing residential land plots in Nghi Thach commune (old) of Samurai Company Limited was reported by Nghe An Newspaper and Radio and Television in the article "Silence at Samurai Nghi Thach project".
On July 18, 2025, the People's Committee of Dong Loc commune issued Document No. 72/UBND-KT to the Provincial People's Committee; Nghe An Newspaper and Radio and Television. In this document, the People's Committee of Dong Loc commune reported to the Provincial People's Committee on a number of contents related to the project of dividing residential land plots in Nghi Thach commune (old) of Samurai Company Limited; affirming that the reflections on the existence of the project by Nghe An Newspaper and Radio and Television are accurate.
Accordingly, the People's Committee of Dong Loc commune requested the People's Committee of Nghe An province to assign relevant departments, branches and sectors to work with the investor to urge the project implementation; in case the investor does not implement the approved project schedule, it will be studied, considered and handled according to the law.
