10 years of implementing Directive 17-CT/TU: Sense of responsibility and attitude towards serving the people have many positive changes
(Baonghean.vn) - The Standing Committee of Nghe An Provincial Party Committee has just issued a Conclusion on the results of 10 years of implementing Directive No. 17-CT/TU, dated December 3, 2013 on strengthening discipline and administrative order in agencies and units in the province.

According to the assessment of the Provincial Party Standing Committee, after 10 years of implementing Directive 170CT/TU, the following outstanding results have been achieved:
Party committees, party organizations, agencies and units have paid attention to leading, directing and organizing the good implementation of discipline, administrative discipline, public ethics and exemplary responsibility of cadres and party members, making an important contribution to the implementation of the tasks of economic and social development, national defense, foreign security and Party building of the province.
Directive No. 17-CT/TU is a correct, timely and quick policy put into practice, receiving the consensus, regular and voluntary response of cadres, party members, civil servants and public employees. The basic contents have been seriously, regularly and continuously implemented and have become a routine in agencies and units.
Attention is paid to the implementation of office culture; the awareness of cultivating and training ethics, lifestyle, and service attitude of cadres and civil servants is increasingly improved; the phenomenon of coming late, leaving early, smoking at work, in public places, drinking alcohol before, during office hours and lunch break of the working day is overcome.
The reception and settlement of administrative procedures at all levels are carried out through the one-stop department, ensuring transparency and being highly appreciated by people and businesses; overcoming bureaucracy, harassment and inconvenience in the performance of public duties.
Administrative reform and civil service reform have received real attention; functions, tasks, and organizational structures have been adjusted and arranged to be basically suitable and operate effectively. Sectors, localities, agencies, and units have strictly implemented administrative discipline and order according to Directive No. 26/CT-TTg, dated September 5, 2016 of the Prime Minister on strengthening discipline and order in state administrative agencies at all levels and Directive No. 17-CT/TU.
The Provincial Steering Committee for Administrative Reform was established together with the system of District-level Steering Committees for Administrative Reform, departments, branches, agencies and units headed by the Party Committee heads, promptly leading and directing the implementation of administrative reform tasks at the locality, agency and unit. Party committees and authorities at all levels have paid attention to leading and directing resolutely, proposing many tasks and solutions to overcome shortcomings and limitations in administrative reform. The system of documents serving the direction, administration and implementation related to administrative reform from the province to the grassroots level has been fully issued.
Long-term and short-term programs and plans are built in a timely and quality manner. The review and arrangement of the apparatus and structure of the staff, civil servants and public employees in a streamlined manner, ensuring effective and efficient operations are carried out seriously and effectively. The assignment and decentralization of tasks, associated with the responsibilities of the leaders, are well implemented. Attention is paid to the recruitment, use, planning associated with training, fostering, evaluation and classification of cadres, civil servants and public employees. Discipline, administrative discipline and basic public service ethics are strictly observed.
The contingent of cadres, party members, civil servants and public employees has gradually met the requirements of tasks in the new situation; the sense of responsibility and attitude towards serving the people have many positive changes; the regulations on speaking and the rules of civilized and polite conduct have been strictly implemented; especially the roles, responsibilities and setting examples of leaders and key cadres have contributed to building a contingent of cadres, civil servants and public employees with standards of public ethics; gradually building a professional, responsible and dynamic administration.
In addition to the achieved results, the Provincial Party Standing Committee also pointed out the limitations and shortcomings in the implementation of Directive 17-CT/TU:
The leadership and direction of the implementation of Directive No. 17-CT/TU in some agencies and units is sometimes not resolute, there are still cases of drinking alcohol and beer during lunch breaks; using tobacco in the workplace; sometimes and in some places, there is a lack of responsibility in performing public duties; not strictly following working hours; taking advantage of positions and powers, embezzlement, corruption, violating public ethics, and violating the law.
Some mechanisms and policies are still inadequate and not consistent. Administrative procedures in some areas are not streamlined, causing inconvenience and harassment. The organizational structure of some agencies and units is not really streamlined; the implementation of the autonomy mechanism is still confusing.
The assignment and decentralization of state management in many areas are not uniform. The inspection and supervision of the implementation of discipline and administrative order in some agencies and units are not regular, not very effective, and sometimes overlap. The handling of violations of Directive No. 17-CT/TU is not drastic, there is still a situation of deference and avoidance.
Investment in upgrading information technology infrastructure is still limited; the operation and use of the information system for handling administrative procedures is ineffective; the rate of records received and processed through online public services is still low. The application of information technology is still limited, especially the application of digital signatures in direction and operation at the commune level.
In the Conclusion, the Provincial Party Standing Committee proposed a number of key tasks and solutions in the coming time as follows:
Party committees, party organizations, units and localities continue to lead and direct the implementation of Directive No. 17-CT/TU in conjunction with the implementation of Party and State regulations on discipline, administrative discipline; public ethics, responsibility to set an example; strengthen Party building and rectification; prevent and repel the degradation of political ideology, ethics, lifestyle, manifestations of "self-evolution" and "self-transformation" within the Party; innovate and streamline the apparatus to operate effectively and efficiently. Promote the role of administrative reform steering committees at all levels and sectors in leading and directing administrative reform work.
Units and localities continue to review, revise and supplement regulations and rules on criteria for administrative procedure reform, professional ethics standards, public service ethics, and the exemplary role of leaders and key officers.
Continue to effectively, synchronously and effectively implement the application of information technology, VNPT-Ioffice document management and administration software, and administrative reform software down to the commune level; publicly and transparently implement the process, time and effectiveness of monitoring and evaluating the satisfaction level of people and businesses. Continue to research, advise on supplementing and amending simple and convenient administrative procedures and shortening the time to handle work.
Strengthen monitoring, inspection, examination and supervision of the implementation process, promote the role and responsibility of leaders. Attach the content of inspection and supervision of Directive No. 17-CT/TU to the regular inspection and supervision program of Party committees and inspection committees at the same level. Promote the supervisory role of the people, socio-political organizations and press agencies in the implementation process at the local level.
Pay attention to promoting emulation and rewarding typical examples in implementing Directive No. 17-CT/TU in conjunction with annual summaries of Party building work.
Promote decentralization and delegation of power in state management, increase initiative, creativity and self-responsibility in management, administration and performance of public duties. Timely implement new regulations of the Government on management and salary regimes for cadres, civil servants and public employees; have policies to encourage, motivate and create motivation for cadres, civil servants and public employees to compete, work actively and make many contributions to the cause of socio-economic development.
