10 years of implementing Resolution No. 26 of the Politburo: Need for breakthrough mechanisms and policies for Nghe An

Over the past year, Nghe An has actively coordinated with the Central Steering Committee to proactively and actively implement practical, quality and effective preparations to submit to the Politburo the Summary of 10 years of implementing Resolution No. 26-NQ/TW on directions and tasks for the development of Nghe An province until 2020. Up to now, all related work has basically reached the final steps.

At the regular meeting in March 2022, the Provincial Party Standing Committee unanimously proposed that the Secretariat assign a presiding unit to coordinate with Nghe An Provincial Party Committee to develop a Summary Report.10 years of implementing Resolution No. 26-NQ/TW. On that basis, on April 1, 2022, the Party Central Committee Office issued Official Dispatch No. 3374-CV/VPTW conveying the opinion of the Standing Member of the Secretariat agreeing on the policy of summarizing 10 years of implementing Resolution No. 26-NQ/TW of the Politburo on Nghe An; at the same time, assigning the Central Economic Commission and the Party Central Committee Office to report to the Politburo to include this content in the 2023 Working Program; coordinate with Nghe An Provincial Party Committee and relevant ministries and branches to organize the implementation of the summary contents according to their authority.

On April 25, 2022, the Central Economic Commission announced Decision No. 333-QD/BKTTW of the Head of the Central Economic Commission to establish a Steering Committee to develop a Project to summarize 10 years of implementing Resolution No. 26-NQ/TW of the Politburo, consisting of 25 members. Comrade Tran Tuan Anh - Politburo member, Head of the Central Economic Commission as Head of the Steering Committee; comrades: Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of Nghe An province, Chairman of the People's Council of Nghe An province; Nguyen Hong Son - Deputy Head of the Central Economic Commission as Deputy Head of the Steering Committee. Comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Nghe An province and representatives of leaders of ministries, branches and central agencies are members.

Up to now, based on the Summary Report of Nghe An Provincial Party Committee, Summary Report of Party Executive Committees, Party Delegations, Central Committees, ministries and branches, and the results of seminars, workshops and practical surveys, the Central Steering Committee has directed the Editorial Team to basically complete the Draft Summary Report of 10 years of implementing Resolution No. 26-NQ/TW.

At the meeting of the Provincial Party Standing Committee at the end of February, comrade Pham Trong Hoang - Member of the Provincial Party Standing Committee, Chief of the Provincial Party Office said: Currently, the Central Economic Committee has sent a draft report to ask for opinions from ministries, branches, central agencies and Nghe An Provincial Party Committee.

It is expected that in March, the Central Steering Committee will meet to unify the content of the report, the draft Resolution on Nghe An in the new period, the submission and related documents, then send it to the Central Party Office for appraisal and send it to a number of central committees, ministries and branches for comments. According to information from the Nghe An Provincial Party Committee Office, it is expected that the Central Steering Committee will submit to the Politburo a summary of 10 years of implementing Resolution No. 26-NQ/TW at the meeting in mid-April 2023.

Need breakthrough mechanisms and policies for Nghe An

The summary of 10 years of implementing Resolution No. 26-NQ/TW is very important to assess the current situation of implementation and results achieved, shortcomings, limitations and causes, and draw lessons; at the same time, based on forecasts of the international and domestic situation in the coming time, it will affect the socio-economic development and national defense and security of Nghe An; determine the position, role, opportunities, importance and influence of the province on socio-economic development, national defense and security in the North Central region as well as the whole country; strengths, weaknesses, opportunities and challenges for the socio-economic development of the province; thereby determining the viewpoints, goals, tasks and main solutions for the development of Nghe An province until 2030, with a vision to 2045.

In particular, through seminars, workshops, and comments from managers, experts, and scientists, the most important and core thing is to continue to propose to the Central Government to issue breakthrough mechanisms and policies for the development of Nghe An in the new period, commensurate with the position, role, importance, and mission of the province for the North Central and Central Coast regions and the whole country in the new development period.

Recently, in a meeting between provincial leaders andProvincial Socio-Economic Advisory Group, former Minister of Trade Truong Dinh Tuyen - Head of the Advisory Group continued to mention this issue. He said that if the Politburo continues to issue a separate resolution on Nghe An in the new period, the important thing to turn the resolution into action and reality is to have mechanisms and policies for the province; decentralization and delegation of authority to enhance the province's initiative, creativity and daring. The leaders of Nghe An province have also "ordered" the Advisory Group to continue to give comments on the Draft Summary Report of Resolution No. 26-NQ/TW which has been basically completed and the Draft New Resolution on Nghe An prepared by the Central Economic Committee in coordination with the province.

At the regular meeting last February, the Standing Committee of Nghe An Provincial Party Committee heard a report on the coordination work in preparation for submitting to the Politburo on the Summary of 10 years of implementing Resolution No. 26-NQ/TW. Provincial Party Secretary Thai Thanh Quy requested to continue to regularly connect with the Central Steering Committee to best prepare for reporting to the Politburo.

Summarizing 10 years of implementing Resolution No. 26-NQ/TW is a very important time; hopefully, the Politburo will continue to discuss the Resolution on building and developing Nghe An province until 2030, with a vision to 2045. This will be a very important basis for the National Assembly, the Government, central ministries and branches to complete and promulgate specific mechanisms and policies as well as have specific solutions to exploit and supplement resources for sustainable development of Nghe An province, so that the province can truly develop strongly and become worthy of being the homeland of President Ho Chi Minh.
