10 outstanding achievements of Nghe An Information and Communications industry
1.Advise the Provincial Party Committee and the Provincial People's Committee to issue resolutions, plans, projects, and specialized state management documents. The Department has done a good job of advising the Provincial Party Committee Standing Committee to issue a Resolution on promoting the application and development of IT to serve the country's industrialization and modernization in the 2005-2010 period with a view to 2015; issue 5 sectoral plans on: Development of the postal and telecommunications sector; application and development of IT; press, radio and television; development of printing and publishing in Nghe An province until 2020; planning on the development of passive telecommunications infrastructure; advise on the issuance of 5 major projects; advise on the issuance of 39 specialized legal documents on press, publishing, postal, telecommunications, internet, radio frequencies, IT, information safety and security;...

2.Building a team of cadres, civil servants and public employees who are comprehensively developed and meet the requirements of the tasks. Up to now, the Department of Information and Communications has 32 positions with 7 specialized departments, 3 public service units with 50 cadres, civil servants and employees. Most of the newly recruited cadres have received formal training, have technical expertise, and are willing to learn and improve.
3.Early implementation of the construction and operation of the key IT infrastructure system of state agencies, as an important premise for building the e-Government of Nghe An. Up to now, the Department of Information and Communications has built an official email system with over 7,000 active login accounts; 100% of agencies at district level and above have been granted mailbox accounts and most of them use them effectively; the online electronic meeting system operates stably...
4.Coordinate with corporations and economic groups to direct enterprises in the industry to develop telecommunications and IT infrastructure to meet the requirements of communication connection and IT application. Up to now, the whole province has over 10,000 km of fiber optic cable; specialized data transmission network system, WAN network has been established and operated effectively.
5.Advise the Provincial People's Committee to direct all levels, sectors, agencies and units to develop digital database systems and deploy online public services.
6.Attracting and implementing many programs and projects to support the development of postal, telecommunications, and IT services, contributing to improving people's knowledge and gradually eliminating the digital gap between regions.
7.Effectively organize and implement science and technology topics and projects. Proactively advise and chair the organization of the scientific workshop "Application of IT, promoting administrative reform, developing production and business towards e-Government" with the participation of provincial leaders, sectors, localities and many leading IT scientists in Vietnam; successfully organize the first provincial conference in the country summarizing 5 years of implementing Directive 58/CT-TU of the Politburo on "Promoting the application of IT to serve the cause of industrialization and modernization of the country"; Every 2 years, the Department chairs the organization of the "Information Technology Competition for cadres and civil servants" in the whole province and inter-province.
8.Well manage press and publishing activities. In the province, there are currently 7 local press agencies and 40 representative and resident agencies of central newspapers with more than 100 publications, press products, and well-functioning electronic information pages, contributing to more timely information transmission. The Department of Information and Communications has closely coordinated with the Provincial Party Committee's Propaganda Department to maintain and continuously improve the quality of monthly press meetings, aiming to orient propaganda and comment on law enforcement in press activities; strengthen monitoring and urging the handling of press information according to the direction of the Provincial Party Committee and Provincial People's Committee.
9.Advise the Provincial People's Committee to create a favorable environment for postal, telecommunications and IT enterprises in the area to develop and contribute to the provincial budget. All major postal and telecommunications enterprises such as VNPT, Viettel, Mobiphone, Vietnam Cable Television and enterprises in the IT field such as FPT, VTC, VNPT, Misa, ... are operating effectively. Every year, the whole industry achieves a revenue of about 4,000 billion VND, contributing 230 billion VND to the provincial budget in 2013. In addition, enterprises also participate in humanitarian activities in the area with a value of tens of billions of VND.
10.The emulation and reward work has been built into a routine, attracting and motivating collectives and individuals to strive. The Department of Information and Communications has received the emulation flag and 9 certificates of merit from the Provincial People's Committee 4 times, the emulation flag and 6 certificates of merit from the Minister of Information and Communications 6 times; 9 consecutive years of achieving the title of excellent labor collective of the province; was awarded a Certificate of Merit by the Prime Minister in 2009; the President awarded the Third Class Labor Medal in 2014; 4 individuals were honored with the title of Provincial Emulation Fighter, 150 cadres were awarded the title of Grassroots Emulation Fighter, 4 individuals were awarded certificates of merit by the Prime Minister, 3 individuals were awarded the Third Class Labor Medal by the President and many certificates of merit from the Provincial People's Committee and the Ministry of Information and Communications.
