This is the second deadliest storm to hit the Philippines this year. Tropical Storm Megi, which hit the country earlier, killed 214 people. The majority of the casualties were in the Maguindanao region, although it was not in the storm's direct path. Most of the casualties occurred in the southern Bangsamoro region, where rains eroded the mountain slopes.

Speaking during a tour of the affected area, President Marcos said soil erosion in deforested mountains was the problem, and called for better preparation for typhoons that could hit the Philippines in the coming time.

In a statement issued yesterday (October 31), President Marcos also said that there was no need to declare a nationwide state of disaster due to Typhoon Nalgae because the damage was mainly concentrated in some localities. Therefore, the National Disaster Management Agency should focus on implementing the state of emergency in some special areas to ensure effectiveness./.
