12 schools in Nghe An are cooperating to teach English with foreign teachers.

Accordingly, considering the proposal of the Department of Education and Training, in the 2018-2019 school year, the Provincial People's Committee allowed 12 schools including: Phan Boi Chau Specialized High School, Ha Huy Tap High School, Cua Lo 2 High School, Dang Thai Mai Secondary School, Ha Huy Tap Secondary School, Hung Dung Secondary School, Trung Do Secondary School, Quang Trung Secondary School, Le Mao Primary School, Trung Do Primary School, Hong Son Primary School and Nguyen Trai Primary School to implement the Enhanced English program.

Previously, from the 2017-2018 school year, this program was piloted at 5 schools including Trung Do Primary School, Le Mao Primary School, Trung Do Secondary School, Dang Thai Mai Secondary School and Phan Boi Chau Specialized High School in the form of coordination with English centers to invite native teachers from foreign countries to teach English to students.

The organization is carried out in the form of socialization. The agreed tuition fee approved by the Provincial People's Committee is 40,000 VND/period/student. In the first year, 04 schools collect agreed tuition fees at the highest level according to regulations (40,000 VND/period/student); 01 school collects agreed tuition fees at 32,000 VND/period/student.

Evaluation after one year of pilot implementation also shows that: The enhancement of English teaching has initially improved the quality of teaching and learning English in a general school. In particular, the presence of native English-speaking teachers (all of whom are American or British nationals) participating in the English teaching and learning enhancement program with new and modern teaching methods has created a new vitality in schools, helping students have the opportunity to demonstrate their listening and speaking skills, helping students to be confident and bold in using English in communication and in exchange, learning, experience and international integration activities.

In the previous school year, the Department of Education and Training also developed a pilot plan in a number of schools in Thanh Chuong district and Cua Lo town but failed to implement it. The main reason was that the pilot plan to enhance English teaching and learning was implemented later than planned, so the foreign language center that was involved in the teaching could not proactively source native teachers.

Currently, the Department of Education and Training also requested the Provincial People's Committee to direct the Department of Foreign Affairs and related departments and branches to promote international programs and projects on sending foreign volunteers to teach English without charge at high schools in economically disadvantaged areas in the province.
