15,518 prisoners were pardoned on the occasion of National Day September 2
On August 29, the Office of the President in coordination with the Amnesty Advisory Council held a press conference to announce the 2013 Amnesty Decision of the President of the Socialist Republic of Vietnam.
At the press conference, Permanent Deputy Head of the Office of the President Giang Son, authorized by the President, announced two Decisions (No. 1558 and 1559, dated August 29) of the President on amnesty in 2013. According to Decision No. 1558, the President decided to grant amnesty and early release to 15,446 prisoners serving prison sentences who are eligible for amnesty in 2013. In Decision 1559, the President decided to grant amnesty to 72 people whose prison sentences are being postponed or temporarily suspended.

In addition to Vietnamese prisoners, this amnesty includes 16 prisoners with the nationality of 6 other countries and territories. Among the prisoners currently serving prison sentences who are amnestied this time, there are 1,842 female prisoners. On this occasion, 4 prisoners who committed crimes against national security are amnestied. The amount of money that the amnestied prisoners paid to remedy the consequences, execute additional penalties, pay court fees... in this period is nearly 181.4 billion VND.
At the press conference, representatives of the Office of the President, the Ministry of Public Security, the Ministry of Foreign Affairs and the Supreme People's Court answered many questions from reporters and representatives of diplomatic agencies about the President's amnesty decision as well as related policies of the Party and the State of the Socialist Republic of Vietnam. Representatives of the above agencies affirmed that the President's amnesty has been implemented continuously over many years, demonstrating the superiority of the State's lenient regime and policies, creating conditions for those who have made mistakes to have the opportunity to study, reform well and reintegrate into the community.
Those who are considered for amnesty are those who have violated the law, have been tried by people's courts at all levels according to the Penal Code and the Criminal Procedure Code of the Socialist Republic of Vietnam, have a good rehabilitation process, and do not discriminate or restrict any prisoners. The amnesty review process is carried out in accordance with the principles of publicity and transparency. During the amnesty review process, the standing body of the Amnesty Advisory Council has organized working groups to inspect, urge, and direct prisons and detention camps to ensure that the amnesty review is carried out in accordance with the provisions of the law...
In order to achieve the goal of educating, reforming and bringing prisoners back to society, striving to become useful people, the Government has directed the Ministry of Public Security and the People's Committees of provinces and centrally-run cities to implement measures and policies to create conditions for those released from prison to return to their place of residence to quickly reintegrate into the community. In fact, since the implementation of amnesty periods under the provisions of the Amnesty Law (2007) to date, the rate of prisoners who have been amnestied to re-offend is only 0.83%.
