(Baonghean.vn) - To solve the difficult problem of enrollment for the non-public school system, the Department of Education and Training is required to approve the annual enrollment plan for schools to ensure that the ratio of 85% of students entering public schools and 15% entering non-public schools is in accordance with Resolution No. 70/2012 of the Provincial People's Council.
That was the request of comrade Ho Phuc Hop - Member of the Provincial Party Standing Committee, Head of the Provincial Party Committee's Propaganda Department, Head of the Provincial People's Council's Culture and Social Affairs Department at a meeting with the Department of Education and Training on the planning of the network and operations of non-public schools on the afternoon of March 15.

Nghe An is a province with a large school network of more than 1,600 schools. Currently, preschool education is experiencing rapid growth, creating pressure in enrollment; primary education is basically stable and showing signs of steady growth; secondary education is at the “bottom” point, with excess classes and teachers; high school education is approaching the point of excess classes and teachers.
In addition, the planning work is also posing some shortcomings, that is, in remote areas, although the number of students is too small, they still cannot merge. There is a situation where some areas have many schools in one level, but some areas have too few.
For example, in Thanh Chuong district, the distance between Nguyen Canh Chan High School and Nguyen Sy Sach High School is only about 1 km; or in the northern region of Dien Chau district, there are 5 high schools. Meanwhile, in Nam Dan district, students in Nam Hung commune (bordering Do Luong district) have to go to Nam Dan I High School in the town.

Regarding the operation of non-public schools, the most prominent is the difficulty in recruiting students, the trend of shrinking the scale of schools, some schools have only 1 class per grade. The current conversion from public to private model is also causing difficulties for schools in management.
Based on the analysis of the existing problems, limitations and shortcomings in the planning of the school network and the operation of non-public schools, at the meeting, from the results of the actual survey at a number of non-public schools, members of the Culture - Society Committee discussed and clarified the reasons for the difficulty in recruiting students in this type of school, partly because the annual enrollment approval plan of the Department of Education and Training has not seriously implemented the spirit of Resolution No. 70/2012/NQ-HDND, dated December 13, 2012 of the Provincial People's Council, which is to attract 85% of students to public schools 85% and non-public schools 15%. However, in reality, the rate of attracting students to non-public high schools is not enough 10%.

Speaking at the meeting, comrade Ho Phuc Hop requested the Department of Education and Training to pay attention to reviewing and planning the school network to ensure it is suitable for practical requirements with the view of not letting children go to school too far but also wasting resources due to the distance between schools being too thick.
At the same time, the Department needs to have solutions to both maintain operations and gradually improve the quality of all aspects such as facilities, staff, input and output of students in non-public schools. Comrade Ho Phuc Hop emphasized: To maintain the operation of non-public schools, the Department of Education and Training needs to strictly implement Resolution No. 70/2012/NQ-HDND, dated December 13, 2012 of the Provincial People's Council in approving the annual enrollment plan to ensure the rate of 85% of students entering public schools and 15% of students entering non-public schools.
