18 "standard" criteria of pedagogical lecturers

This document stipulates the Professional Standards for Pedagogical Lecturers (abbreviated as Standards), including: Professional Standards for Pedagogical Lecturers; regulations on assessment and classification of lecturers according to the Standards.

And this regulation applies to lecturers of pedagogical universities, pedagogical colleges (abbreviated as teacher training institutions) and related organizations and individuals.

Accordingly, the professional standards for pedagogical lecturers include the following standards:

Standard 1: Professional qualities

Lecturers have strong political will, pure moral qualities, standard lifestyle and behavior, trusted, loved and respected by colleagues, students and the community.

Criterion 1. Political qualities: Exemplary in implementation and active propaganda and mobilization of colleagues and students to comply with the Party's guidelines and policies and the State's laws.

Criterion 2. Ethical qualities: Love the profession, dedication, responsibility for the profession, preserving the qualities, honor and reputation of a teacher.

Criterion 3. Lifestyle: Healthy and civilized lifestyle, scientific working style, seriousness, and standards in relations with colleagues and students.

Standard 2: Professional and technical competence

Lecturers have solid professional qualifications and skills; regularly self-develop their professional skills and skills; can use foreign languages ​​and apply information technology in professional activities.

Criterion 4. Professional qualifications: meet training standards according to regulations.

Criterion 5. Pedagogical skills: Have knowledge and skills in pedagogical skills; support colleagues and learners in career development.

Criterion 6. Foreign language: Able to use foreign language in teaching and research; achieve foreign language proficiency according to regulations.

Criterion 7. Application of information technology: Applying information and communication technology (ICT) in teaching and scientific research.

Criterion 8. Design and organization of teaching: Apply methods and techniques in design and organization of teaching.

Criterion 9. Assessment of teaching results: Design and use assessment tools and use assessment results to develop training programs and adjust teaching activities.

Criterion 10. Developing training programs, fostering teachers and educational managers: Participating in developing bachelor's, master's, doctoral training programs, fostering teachers, educational managers, general education programs and vocational training programs.

Criterion 11. Consulting and supporting learners: Understanding learners, consulting and guiding learners during the training process and after graduation.

Standard 3: Scientific research capacity

Lecturers successfully carry out topics, projects and guide scientific research; transfer research results in teacher training and development; publish research results and learning resources for training and development.

Criterion 12. Implementation of topics and projects: Successfully implement scientific research topics and projects associated with training and fostering teachers and educational managers.

Criterion 13. Announcement of research results and publication of learning materials: Announcement of research results and publication of learning materials serving the training and development of teachers and educational managers.

Criterion 14. Scientific research guidance: Guiding learners and colleagues in carrying out scientific research activities.

Standard 4: Building a democratic educational environment

Lecturers actively implement grassroots democracy regulations and participate in creating a democratic learning and research environment.

Criterion 15. Building and implementing grassroots democracy regulations: Properly performing the roles of knowing, discussing, doing, and checking of lecturers in school activities.

Criterion 16. Developing a democratic learning and research environment: Creating a friendly, equal, cooperative learning and research environment that encourages creativity.

Standard 5: Ability to develop social relationships

Lecturers actively develop social relations with stakeholders to carry out the tasks of teacher training and development, school development, and general education reform.

Criterion 17. Developing relationships with social organizations, vocational training institutions, and general education institutions:

Develop relationships with social organizations, teachers and learners, promote training activities, innovate general education and vocational training.

Criterion 18. Developing relationships with the professional community: Developing relationships with specialized scientific communities, associations, and professional organizations.

From there, when classifying in general: Based on the evaluation results according to each criterion, classify the general capacity of lecturers according to the following levels:

- Good level: All criteria must reach the Fair level or higher and at least 12 criteria must reach the Good level, of which at least 05 criteria of Standard 2 and 02 criteria of Standard 3 must reach the Good level;

- Good level: All criteria must reach the level of Satisfactory or higher and at least 12 criteria must reach the level of Good or higher, of which at least 05 criteria of Standard 2 and 02 criteria of Standard 3 must reach the level of Good or higher;

- Achieved Level: All criteria are at Achieved level or higher.
