On May 17, in Hanoi, the Ministry of Justice announced the results of the collection of opinions on the Draft Constitution. The Ministry of Justice said: Through the collection of opinions on the Draft Amendment to the 1992 Constitution, there were about 18 million comments from groups and individuals. The above results were obtained from ministries, branches and localities organized through more than 28,000 seminars and conferences.

Of the 18 million comments on 7 groups of issues of the Draft Constitution, Chapter III - Socio-economics, culture, education, science, technology and environment received the most comments, with more than 1.94 million comments.
Most opinions focused on recommendations to improve regulations on land recovery cases and compensation in land recovery cases in the direction that in all cases where the State recovers land, legal land users who use the land for the right purpose must be compensated at market prices.
Land recovery is only carried out in cases of real necessity for reasons of national defense, security, or for national interests or community interests, without providing for cases where the State recovers land from organizations and individuals for reasons of socio-economic development projects.
