(Baonghean.vn) - Quy Chau is a mountainous district of Nghe An province, the poverty rate accounts for 42% of the district's population. After 20 years of implementing Decree 78/ND-CP of the Government and 20 years of establishment and operation, preferential credit activities in the area have become an effective tool in the work of hunger eradication and poverty reduction, job creation, social security, and new rural construction.

"Lifebuoy" for poor households

Chau Thuan is a remote mountainous commune of Quy Chau district, with 786 households, 99% of which are Thai ethnic people, of which poor households account for 46.06%, near-poor households account for 22.01%. Among them, we must mention the example of Mr. Luong Van Phu, born in 1980, residing in Tham Men Village, Chau Thuan Commune.

Previously, Phu's family was considered a poor household, with income depending only on farming and raising livestock. During difficult times, in 2016, the family was considered for a loan of 50 million VND from the production and business program to plant acacia; his family also bought a rice milling machine and raised 10 more pigs. Thanks to applying knowledge from books and newspapers, focusing on care and strengthening regular vaccination, the buffalo and pig herds continued to grow. After that, he continued to borrow another 10 million VND from the student program to buy a computer for his children to study online.

Currently, the eldest child is in his second year of university at Hanoi University of Foreign Languages, the second child is in grade 7 in the commune. Mr. Phu's family currently has 1 fish pond, 6 hectares of acacia, 10 pigs, and 1 rice milling machine. In 2020, Mr. Phu's family was one of the typical production and business households in the whole commune.

To be where I am today is truly a dream. Among them, the Social Policy Bank of Quy Chau district, the Youth Union of Chau Thuan commune and the savings and loan group in the village where I live are the ones who have made great contributions to making my family's dream come true. I will continue to use the capital effectively, comply with the repayment of principal and interest in full and on schedule, and at the same time have the responsibility to share experiences, help and encourage villagers and members of the savings and loan group to use the capital for the right purpose, contributing to poverty reduction and legitimate enrichment in my homeland.

Promoting the effectiveness of policy capital in Quy Chau district also requires mentioning the family of Ms. To Thi Huong in Quynh 2 village, Chau Binh commune - a village classified as a particularly difficult commune and still has many poor households, mainly people from the lowlands migrating to build new economic zones.

Ms. Huong said: In early 2016, I was admitted to the Savings and Loan Group in the village and was considered to borrow 25 million VND from the District Social Policy Bank under the housing loan program for the poor. My family repaired the temporary house to have a place to settle down. By early 2019, my family was still a near-poor household, so we were determined to borrow another 80 million VND to buy buffaloes and cows. Thanks to effective livestock farming, in 2020 my family was able to escape from near-poor households, investing in more forest land with an area of ​​3 hectares of 50-year-old cultivated land to plant acacia trees and grass to raise buffaloes and cows, and dig ponds to raise fish.

Up to now, Ms. Huong's family has escaped poverty and become a well-off household in the commune and district. The family's livestock raising and business activities have developed, helping her family have enough conditions to provide their children with a good education. In particular, the eldest daughter is an excellent student in the province and is currently continuing to study at Quy Chau High School.

Mr. Dang Hoai Nam - Director of the Social Policy Bank of Quy Chau district said: The whole district has 214 Savings and Loan Groups operating effectively in 84 blocks and villages under the management of 04 entrusted political and social organizations with a total of 8,780 members.

Over the past 20 years, the loan capital in the district has continuously increased, increasingly better meeting the borrowing needs of the poor and policy beneficiaries. Especially the significant increase in budget capital from the district and communes and towns entrusted through the district Social Policy Bank, demonstrating the attention and drastic participation of local authorities in implementing social policy credit programs.

Strengthening resources to meet loan needs

From the 2 initial credit programs with outstanding debt of nearly 6 billion VND, up to now, the Vietnam Bank for Social Policies hasQuy Chau districtis implementing 16 policy credit programs, with a total outstanding loan balance of over 416 billion VND with 8,780 customers borrowing capital. After 20 years of implementing credit policies for poor households and other policy subjects according to Decree No. 78 of the Government, the capital has helped more than 55,611 poor households and policy subjects borrow capital.

The capital has been invested in 100% of the blocks and villages, helping 23,789 households overcome the poverty line, attracting and creating jobs for over 3,273 workers, 312 workers going abroad for a limited period of time, helping 4,632 students in difficult circumstances to get loans for studying, not letting any student drop out of school due to financial difficulties; supporting the construction and renovation of 5,859 clean water and environmental sanitation works in rural areas; supporting the construction and repair of 3,471 houses for poor households, social housing for low-income civil servants and workers. In particular, through loanspreferential credit capitalhas built many economic models.

Thereby, it has contributed to improving people's lives, especially the lives of the poor and policy beneficiaries, changing their mindset to avoid relying on the State's policies; limiting the situation of usury and black credit, helping to shift the economic structure, restore craft villages and traditional industries, expand OCOP products and services, and tourism in the area. Currently, the poverty rate of the whole district has decreased to 17.64% according to the old standard, 30 villages and 2 communes have reached the new rural destination. Policy credit capital also contributes to political stability, social order and safety, and promotes local socio-economic development.

In particular, there is no more overdue debt in the area - a new bright spot in improving credit quality, helping policy credit activities in the locality become more and more sustainable and developed.

Mr. Le Hai Ly - Vice Chairman of the District People's Committee, Head of the Board of Directors of the Social Policy Bank of Quy Chau district said: Recently, the Standing Committee of the District Party Committee has had meetings with the Provincial Social Policy Bank on solutions to improve the quality of policy credit in the area. We set a target of increasing capital and outstanding loans annually by 8-10%; Focus on mobilizing resources for policy credit activities, completing 100% of the local budget capital target assigned by the Provincial People's Committee every year. From there, create a driving force for development to contribute to building Quy Chau to develop more and more in the new situation in the spirit of the Resolution of the 26th District Party Committee.
