Quy Chau district speeds up progress of key projects
(Baonghean.vn) - The progress of works and projects is of great significance, deciding the task of disbursing public investment capital, completing technical infrastructure and promoting local socio-economic development. Recently, Quy Chau district has focused on directing and implementing many solutions to speed up construction progress.
Ensure construction quality
The project to prevent landslides on the banks of Hieu River through Tan Lac town and Chau Hanh commune is one of the key projects in Quy Chau district to be implemented in the period of 2020 - 2025. The project has an investment capital of more than 80 billion VND from the central budget supported by Decision No. 40/2015/QD-TTg, dated September 14, 2015 of the Prime Minister. The project includes main items such as the embankment route, with a total length of more than 2 km from Km0+00 (Ke Bang bridge connection point) to Km2+066 (Hoa Hai bridge connection point) and works on the route.

To ensure the progress of the project, it is divided into 02 phases. The total capital allocated for the 02 phases is 72.5 billion VND. Up to now, the basic capital has been ensured to implement the project.
Present at the project construction site, we witnessed dozens of vehicles, machines, and workers working very urgently under the regular supervision and urging of the consulting and supervising unit and the investor. Mr. Vi The Dai - Director of the Construction Investment Project Management Board of Quy Chau district said that up to this point, the embankment project to prevent landslides on the Hieu river bank through Tan Lac town and Chau Hanh commune has completed phase 1. Currently, the district is actively directing relevant units to speed up the construction progress of phase 2 of the project, the project is expected to be completed, accepted and put into use in 2022, thereby contributing to ensuring safety in natural disaster and flood prevention.

Along with the project of embankment to prevent landslides on the banks of Hieu River through Tan Lac town and Chau Hanh commune, Quy Chau district is currently implementing 3 other key projects of the district: Project of items of Quy Chau district Cultural, Sports and Tourism Center; Hoa Tien Community Tourism Infrastructure Project; Project of tourist route along Ban Mong reservoir, Quy Chau district. The total investment capital of key projects is over 200 billion VND; in addition, the capital mobilized to implement the project is not included.Items of the Quy Chau District Cultural, Sports and Tourism Center. Focus resources
During the implementation of key projects, the Covid-19 pandemic has greatly affected the construction process. In addition, some projects have not been included in the public investment plan for the period 2021-2025 due to limited public investment capital (items of the Quy Chau district cultural, sports and tourism center include: Stadium; cultural house; traffic roads).
There is a need for earth fill for a number of large projects, but currently in the district there is no earth quarry to legally use land for the projects, leading to impacts on the construction progress of a number of projects (the Bridge Project across Hat River, belonging to the inter-commune route of Chau Tien and Chau Binh, Quy Chau district).

To promptly resolve the above difficulties, Quy Chau district has strengthened supervision and urged contractors to take advantage of favorable weather, arrange adequate means, machinery, equipment, and workers to organize overtime and shift work to ensure progress according to the contract; Regularly send staff to the construction site to coordinate with the supervisory unit to strictly control the process and quality of the project during construction; Timely grasp the existing problems and propose to competent authorities to remove difficulties, create the most favorable conditions for contractors during construction to soon complete and put the project into use, ensuring the efficiency of investment capital.
In addition, the district directs the Project Management Board to always properly implement the basic construction investment process according to the provisions of the Construction Law and related documents. The arrangement and disbursement of investment capital for the district's projects is very timely, based on the capital allocation plan approved by the District People's Council and other legally mobilized capital sources, based on the principle of not allowing backlog and increasing outstanding debt for basic construction.
The Project Management Board advises the District People's Committee to issue a document directing localities where the project is located to do a good job of propaganda and mobilization for people living within the clearance corridor to be aware and proactive in production and daily life.

With the determination and efforts of investors, contractors, relevant units and localities, the key projects in the district are basically still being effectively constructed, ensuring progress according to plan. Mr. Nguyen Thanh Hoai - Chairman of the People's Committee of Quy Chau district said: "In addition to the above key tasks, in the coming time, the district will propose the Central and the province to study and increase the target level of the medium-term and annual public investment capital plan, especially for poor districts and mountainous districts like Quy Chau so that localities can better implement the investment and construction of public investment projects in the area".
In addition to focusing on accelerating the progress of key projects, Quy Chau district is attracting a number of large investment projects in the 2020-2025 period such as: Medicinal herb extraction factory; Hop Luc wood processing factory; Thong Nhat polyclinic; Garment factory workshop of Phu Quy human resource supply company; Forestry tree nursery. The above projects have a total investment of nearly 120 billion VND.
