The Ministry of Information and Communications (MIC) is seeking public opinion on the regulation requiring internet cafes to be 200m or more away from schools. Many people believe that the regulation requiring internet cafes to be 200m or more away from schools is just a formality.

One square meter for one computer.

The new draft decree also proposes that the above locations ensure a total area of at least 50m2 of machine rooms.2and arrange at least 1m2for a computer.

Mr. Luu Vu Hai, Director of the Department of Radio, Television and Electronic Information Management (Ministry of Information and Communications) explained this: The distance of 200m, 300m or 500m is not important, but to synchronize the management method as well as between current documents, the Ministry of Information and Communications has decided to keep the distance between schools and internet and online game agents at 200m.

Ms. Le Thi Ngoc Mo, Deputy Director of the Department of Telecommunications (Ministry of Information and Communications), said that this regulation will help encourage the development of purely internet agencies, while those agencies that allow playing "online games" must meet all regulations to limit the harmful effects of games.

An Internet cafe near the elementary school.

Currently, there are 30,000 internet agents nationwide. Ms. Nguyen Hoang Ha, Deputy Head of the Electronic Information Department of the Ho Chi Minh City Department of Information and Communications, said that almost all internet business locations in the city currently also sell online games.

Mr. Tran Manh Hoa, owner of an internet cafe on Phung Khoang Street (Trung Van, Tu Liem) said, "Nowadays, there are no owners who only do internet business. Most of them have to combine internet with electronic games to attract customers."

If this new regulation is enforced, many internet businesses are at risk of having to close down.

According to Ms. Nguyen Hoang Ha, there are currently several thousand internet shops in Ho Chi Minh City. If the above regulation is implemented, the number of internet business agents in the area that must close is very high.

In Hanoi, according to the reporter's observation, there are still some online game agents operating around many primary, secondary and high schools.

Near Thang Long High School (44 Ta Quang Buu) is an online game street in alley 48 on the same street. The game shops are located close together and are no more than 200m from the school gate.

Sharing about the regulation that game shops must be at least 200 meters away from the school gate, the owner of game shop 105 (lane 48, Ta Quang Buu) said: "I don't understand why we have to move 200 meters away from the school. If it is to limit children from playing games, then 200 meters is too short because if children like it, they will still come even further away."

Must manage from the root

According to Mr. Tran Ba Thai, Vietnam Internet Association, if the regulation stipulates that only pure internet cafes do not have to meet the above requirements, but internet cafes with public electronic game services must meet the requirements, it will implicitly cause the thought that games are bad, while not all types of games are bad.

Game management must be managed from the root, that is, managing the game content, not managing the location of the game dealer.

Mr. Le Van Phu, Principal of Quang Minh High School (Me Linh - Hanoi) said that in the past two years, the Hanoi police and education sectors have implemented a coordination regulation to limit internet cafes around schools.

“The implementation of this regulation has been somewhat effective because the number of internet cafes around my school has decreased significantly in the past two years.

However, the 200m distance is just a formality, any child who wants to play can still play. The important thing is to teach the children about awareness."
