2015: Making the press, publishing and Internet environment healthy

Last year, the Ministry advised the Politburo, the Government, and the Prime Minister to issue many important documents. Notably, Resolution No. 36-NQ/TW of the Politburo on promoting the application and development of IT to meet the requirements of sustainable development and international integration and the Prime Minister's decisions on issues such as: Training and development of human resources for information safety and security by 2020; Planning for the development of publishing, printing, and distribution of publications by 2020, with a vision to 2030; Planning for the development of information and communication systems in Vietnam's coastal border areas, seas, and islands by 2020...
The Ministry has issued 20 circulars and coordinated the issuance of 2 joint circulars; developed and submitted to the Politburo, Secretariat, National Assembly, Government, and Prime Minister 27 projects, including the draft Law on Information Security, planning for development and management of the national press until 2025.
Press and publishing agencies have done a good job of informing and propagating the country's major political policies and events; regularly updating and reporting accurately, fully and promptly reflecting the political, national defense - security, economic - social situation; effectively refuting the false arguments of hostile forces at home and abroad; thereby playing a good role as a bridge between the Party, the State and the people; raising awareness, strengthening ideological unity within the entire Party and the entire people; contributing to orienting public opinion and creating social consensus; consolidating and increasing people's trust. In addition, the Ministry of Information and Communications has also strengthened inspection, examination, and strictly handled violations in the field of press and publishing, which has been approved by the people.
State management of telecommunications has also been increasingly strengthened, creating conditions for the telecommunications market to develop sustainably. Domestic telecommunications enterprises continue to maintain their position and overwhelming market share in the market and gradually expand their investment abroad. Postal and telecommunications services are always in the group of goods with no or low price index increases, contributing to stabilizing the domestic consumer price index. The IT sector has developed into a spearhead sector of the economy and society, and is increasingly widely applied by agencies, organizations and enterprises.
However, we also seriously look back at the shortcomings and things that we have not done well, such as spam messages and scam messages, although we have dealt with them many times, the results are still limited. The management of prefixes is also not really good, there are still many shortcomings.
In the field of information security, we are facing increasingly complex attacks, but ensuring safety and security has not received due attention from agencies, businesses and organizations. Hostile forces continue to take advantage of the Internet environment to propagate and sabotage the Party and the State; incite and incite people, causing panic, suspicion and misunderstanding in society.
Some newspapers and electronic information sites operate not in accordance with their principles and purposes, especially subsidiary publications that pursue sensational, clickbait, unverified news, violate the provisions of the law on the press, causing public outrage. At least they have been punished, at worst they have been suspended, had their operating licenses revoked, had their violating publications revoked, and had their domain names confiscated.
In the publishing sector, some publishers have taken advantage of connections to sell licenses, allowing private individuals to manipulate... The phenomenon of counterfeiting, pirated books and illegal printing is still complicated.
These are the shortcomings and problems that the Ministry will have to rectify in 2015 so that the industry can develop more healthily and in the right direction.
So to solve the above problems, what actions and solutions are needed, Deputy Minister?
Along with the comprehensive and synchronous implementation of tasks and solutions in all areas under the state management function of the Ministry of Information and Communications, in 2015, the Ministry will focus on implementing the following key tasks:
First of all, focus on directing press, publishing, radio and television agencies to continue to do a good job of information and propaganda work on Party congresses at all levels towards the 12th National Party Congress; the work of protecting sovereignty over seas and islands; the Constitution; outstanding political, economic and social events of the country, activities to celebrate major holidays, especially the 85th anniversary of the Party's founding, the 70th anniversary of the August Revolution, National Day September 2, the 40th anniversary of the liberation of the South, and national reunification...
Continue to inform and propagate to make all levels, sectors, localities and the whole society deeply aware of the world and domestic situation, the advantages and difficulties in the process of protecting the Fatherland, ensuring national security and defense, and socio-economic development; fight against distorted and destructive information from hostile forces, build people's trust, create consensus in the whole society, unity around the leadership of the Party, the direction and administration of the Government and the Prime Minister, contributing to the successful implementation of the goals set in 2015.
Second, improve the quality of legal document drafting. Agencies and units, especially leaders, must pay more attention to investing to ensure the quality and progress of document drafting, promptly serving management and development needs. Departments of Information and Communications, associations and enterprises need to actively participate in contributing opinions to draft legal documents. Focus on drafting and perfecting the draft Law on Information Security, the revised Law on Press, and planning for national press development and management until 2025.
Third, strengthen law enforcement and strictly handle violations on the principle of no "no-go zones" to clean up the press, publishing, telecommunications and Internet environment. Inspection and examination work needs to be organized more systematically and professionally in the context of a small specialized inspection force.
Fourth, manage and promote the positive aspects and limit the negative aspects of the Internet and online information.
Fifth, promote the work of ensuring network security and information security; actively propagate to raise awareness throughout society. Complete the organizational structure, promote the development of human resources for information security; form a system of specialized departments for preventing cyber attacks and overcoming network incidents, first of all in important agencies and organizations to have forces ready to respond on the spot and support each other when major incidents occur. Closely coordinate with relevant ministries, branches, localities and units to ensure information security and safety, promptly respond to external attacks via the Internet, and ensure national sovereignty over cyberspace.
Sixth, organize the implementation of the task of restructuring state-owned enterprises and representing state ownership in enterprises. Continue to direct enterprises to closely follow the requirements of organizing a streamlined operating model, advanced management methods, focusing on growth quality and investment efficiency.
And finally, we will organize an assessment of the implementation of Decision No. 1755/QD-TTg dated September 22, 2010 approving the project to soon make Vietnam a strong country in IT and Decision No. 1605/QD-TTg dated August 27, 2010 approving the National Program on IT application in the activities of state agencies in the period 2011-2015, thereby building a more realistic and effective plan and implementing it synchronously with other programs.
