273 schools still have NV2 recruitment quotas

A notable fact is that, although this year’s exam is considered more difficult than previous years, the number of candidates achieving above the threshold is higher than previous years. The number of NV1 targets that schools recruited (reaching 67%) is the highest level in the 10 years of implementing university entrance exams under the “3 common” method, an increase of about 3.5% compared to the average of the past 10 years. This proves that the quality of candidates is increasingly improving.
However, the Ministry of Education and Training still has to accept that universities in disadvantaged areas and in hard-to-recruit majors apply Article 33 of the admission regulations, which means that many candidates with only 8 points can pass the university entrance exam, and 5 points can pass the college entrance exam. "These are only candidates in extremely disadvantaged areas, ethnic minority candidates, while candidates in the plains and urban areas do not enjoy this incentive," Mr. Ngo Kim Khoi explained.
According to Mr. Ngo Kim Khoi, the NV2 admission process is currently being implemented quite seriously by schools according to the regulations of the Ministry. However, among them, there are still many schools that violate the admission regulations such as still sending admission letters to candidates who do not register for the school (this is clearly prohibited by the Ministry in this year's admission regulations); announcing NV2 admission before the deadline (deadline is September 25); not issuing score reports to candidates; using many forms of recruitment that cause negative reactions such as giving points, giving money...
Deputy Minister of Education and Training Bui Van Ga said that, in the face of a series of violations in NV2 admissions at universities, the Minister of Education and Training has signed a decision to establish inspection teams for NV2 admissions at schools.
“Every year, the inspection only takes place when schools finish the NV2 admission round. This year, due to the increased number of violations, the Ministry decided to conduct an immediate inspection to promptly detect, correct and handle violations. The inspection focuses on the locations that violate the admission regulations that the public has reported in the past,” said Mr. Bui Van Ga.
According to the admission regulations, if there are any violations, the Chairman of the school's Admissions Council will be fully responsible.
Mr. Ngo Kim Khoi also affirmed that schools must strictly follow the NV2 enrollment regulations and must not limit the number of times candidates withdraw their applications (many schools only allow candidates to withdraw once). Updating information about NV2 enrollment on the school's website every day is not currently done seriously by schools or the information is sketchy and has no reference value for candidates. The Ministry of Education and Training said that every day there is a specialized department that checks schools to call and remind them.
According to regulations, this year the registration period for NV2 exam candidates is extended by 5 days compared to previous years, from August 25 to 5:00 p.m. September 15.
