3,000 female workers 'lost 10% of their salary overnight'

December 23, 2017 10:55

Nationwide, 21,000 female workers lost 10% of their salary overnight, but only 3,000 of them were affected by 6-10% - Deputy Head of the National Assembly's Committee on Social Affairs Bui Sy Loi said at the seminar "How to pay and handle violations of social insurance" on the morning of December 22.

The change in pension calculation method from 1/1/2018 is lame. After just 1 night from 12/31/2017 to 1/1/2018, both women, with the same number of working years of 25 years, only differ by 1 day, losing 10% of their salary.

Regarding this issue, Mr. Loi said that policies always have a “cross-section” layer that shows the inequality. With the new calculation method from the 16th year onwards, instead of being added 3% as before, female workers will only be added 2%. Thus, female workers will lose 10% of the total pension fund.

According to the Government report, there will be 21,000 people in the above situation, however only 3,000 people will be affected with a 6-10% salary. The rest will be affected less than 4% like men so they are considered unaffected.

Female workers retiring from January 1, 2018 will lose 10% of their pension compared to female workers retiring before.

The Deputy Head of the National Assembly's Committee on Social Affairs said that the number of 3,000 female workers affected is not large, so the law should not be amended.

However, to ensure their rights, the Ministry of Labor, Invalids and Social Affairs should report to the Government that when adjusting the salary for retirees from January 1, 2018, it should increase by 7% and not apply this 7% increase to all retirees.

Basically, those who retire in 2018 will have their pension adjusted to the 2018 inflation rate of about 5%, while the rest should be given priority to those with pensions under 1.3 million and under 2 million VND/month.

In particular, priority should be given to female workers who are at a 10% disadvantage by adjusting their benefits by 2%, which they will receive throughout their entire pension period. For example, female workers who retire from January 1, 2018 and receive 65% of their salary will receive an additional 2% and the benefit will be calculated at 67% throughout their entire pension period.

Deputy Minister of Labor, Invalids and Social Affairs Le Quan said that the Ministry and the Government have reported to the National Assembly about this plan.

Regarding the social insurance contribution rate from January 1, 2018, which is considered high for businesses and employees, Deputy Minister Quan said that from January 1, 2018, only other stable incomes will be added, while many other items will not be included in the social insurance contribution, such as: bonuses, productivity salary, phone, gasoline, lunch...

According to him, basically, the social insurance contribution level of enterprises from January 1, 2018 has not increased much, and many enterprises even have no change.

Mr. Bui Sy Loi added that by 2017, basically all salaries and allowances of a salary nature had been applied as the basis for social insurance contributions; other additional amounts from 2018 basically had no major changes.

Only in some cases where corporate enterprises can convert salaries into salary allowances of a salary nature, then they must be calculated for social insurance payment./.
