3 SOLUTIONS TO INCREASE THE NUMBER OF PARTY NEWSPAPERS

(Baonghean) - Every year, the number of party newspapers in Quynh Luu district has increased. This result has a significant contribution from the Postal sector.

Mr. Pham Ba Hao - Director of Quynh Luu Post Office said: "Every year, the unit learns from experience and finds the best solutions to effectively carry out the task of distributing Party newspapers. Through practice, the unit realizes that in order to increase the number of Party newspaper publications, it is necessary to simultaneously implement 3 solutions: quality of staff; strengthen coordination with the Party Committee and timely rewards and encouragement."

According to Mr. Hao, the most important thing is the quality of delivery and the team of collaborators (BĐVHX staff, postal delivery). First of all, the selection of the team must prioritize those who are professionally qualified, agile, proactive and knowledgeable, know how to choose the right type of press to introduce and have the ability to convince readers. They are the extended arms in the work of distributing newspapers, so they are regularly trained in professional work on press distribution, management and reader development. Typical examples are postman Dang Thi Song in Quynh Hong commune; Hoang Dinh Tuyen in Quynh Thach commune; Nguyen Van Son in Quynh Chau commune; Ho Thi Phuong in Quynh Bang commune; Nguyen Song Hao in Quynh Phuong commune..., Nguyen Thi Huong in Quynh Thien commune... The postmen actively mobilized the party committees and schools and proactively completed procedures with the post office, so the party committees fully implemented the instructions of the superiors, the school party cells still fully subscribed to the newspaper during the summer vacation and the postmen delivered it to the registered address promptly and completely.

To shorten the time of delivering newspapers to readers, Quynh Luu Post Office has improved the mail route and sorting process, prioritizing the exploitation of daily newspapers to deliver them to readers early. Thanks to the good work of improving the quality of newspaper delivery, the number of readers who subscribe to long-term newspapers is always stable and has good growth. Although the area is large, with 43 communes and towns, 100% of communes have newspapers delivered to the People's Committee before 3:00 p.m. every day. Quynh Luu Post Office also issued regulations to evaluate the quality of newspaper distribution staff (PHBC) and commune post offices based on the level of work completion and the output of newspapers distributed in the area of ​​each individual in charge as a basis for monthly salary and remuneration. From there, it encourages their enthusiasm and creativity in their work.

Another solution is that the District Post Office regularly coordinates with the District Party Committee's Propaganda Department, promptly updates reports on specific data of each unit to gain the support of the District Party Committee in urging agencies, units, and grassroots party organizations to fully subscribe to newspapers according to regulations; advise the Propaganda Department to propose the District Party Committee to organize a conference on press distribution. Through that, commend units that do well, criticize and remind units that do not comply with regulations on subscription and use of newspapers. Many agencies and units do not subscribe to newspapers because they already have electronic newspapers, the District Party Committee promptly reminds them. In addition, through the conference to summarize the work of PRBC in the area; based on the level of completion and output of PRBC of each unit and locality, there will be a policy to promptly reward party committees and party cells that comply well with the subscription and use of party newspapers, and reward collaborators with good press output during the year.

In parallel with the above two tasks, every month and every quarter, the Post Office promptly provides newspaper subscription data of each agency and unit to Nghe An Newspaper. It is recommended that the newspaper have articles praising units that do well, reminding and criticizing units that do not comply with regulations on newspaper subscription and use. Timely information on newspaper subscriptions has had a positive impact on grassroots party organizations at all levels, agencies and units. Some commended units are: Quynh Luong Party Committee, Quynh Thach, Quynh Hong, Quynh Lap...

Thanks to the synchronous implementation of solutions, the distribution of party newspapers of Quynh Luu Post Office has always been stable and increased every year: 700 copies/issue in 2009; 853 copies/issue in 2012 and 859 copies/issue in the first 6 months of 2013... The increase in the number of party newspaper distributions has contributed positively to the propaganda work to carry out local political tasks.
