3 debt collectors extort money from business owner

On October 22, the Department of Investigation Police on Social Order Crimes (PC45) - Hai Phong City Police, said that they were temporarily detaining 3 suspects: Chu Duc Dung (born in 1988); Chu Manh Hung (born in 1990, Dung's younger brother), both residing in Cau Cap, Lam Son Ward, Le Chan District, Hai Phong City) and Le Hong Minh (born in 1989, residing in Vu Chi Thang, Nghia Xa Ward, Le Chan District) to investigate and clarify the act of extortion.

According to investigation documents, in early October, detectives of Team 9 of PC45 Department received information about a group of people who regularly texted and called to threaten Mr. BVD, (born in 1971, residing in Le Chan district), Director of a joint stock company. Accordingly, this group asked Mr. D. to pay the debt, otherwise it would cause bad consequences for his wife and children. After that, the subjects repeatedly came to break down the door, shouting and threatening Mr. D.'s wife and children, causing his wife, Ms. Th., to not dare to go to work and his daughter, L., to not dare to go to school.
Not stopping there, the subjects also went to the construction site of the project that Mr. D's company was constructing to threaten and assault the workers, hindering the business's operations.

At 10:30 p.m. on October 15, at Ruby Coffee Shop (at 19 Le Hong Phong, Dong Khe Ward, Ngo Quyen District), Team 9 of PC45 Department in coordination with Dong Khe Ward Police, Ngo Quyen District caught this group of 3 subjects red-handed threatening to appropriate 195 million VND from Mr. BVD.
Initially, the police agency determined that since 2014, due to business relations, Mr. D. owed Binh Minh Industrial Materials Joint Stock Company, whose director is Ms. Luu Thi Minh, 410 million VND.
Because he did not have money to pay, Mr. D. asked for a debt extension to pay gradually, but Mr. Doan Dac Thao, Deputy Director of Binh Minh Company (Mrs. Minh's husband) did not agree and hired Chu Manh Hung to collect the debt.
Mr. Thao agreed with Hung that if he could get the money back, Thao would pay Hung 1/3 of the debt.
Hung agreed to collect the debt and then invited his brother Chu Duc Dung, friend Le Hong Minh and some other people to join.
Accordingly, this group of people repeatedly caused house break-ins, phone calls, text messages threatening Mr. D's family and assaulting workers at Mr. D's company.
On October 15, under pressure from the above group, Mr. D. was forced to borrow 195 million VND and bring it to Ruby Coffee Shop to give to them, but the police discovered and arrested him.
