According to the indictment of the People's Procuracy of Que Phong district, on November 22, 2015, Phan Van Dung (born in 1969, residing in Block 11, Cua Nam ward, Vinh city) went to alley 85, Nguyen Sinh Sac street (in Block 13, Cua Nam ward, Vinh city) to sell 46.925 grams of heroin to a man named Ha. During the transaction, the subject was caught red-handed by the Investigation Police Department of Vinh city police.

Previously, at around 1:00 p.m. on November 17, 2015, at the gate of Vinh market (Hong Son ward, Vinh city), Tran Van Luan (born in 1972, residing in Moi hamlet, Chau Thon commune, Que Phong district) brought 8 packages of synthetic drugs weighing 150.185 grams to sell to a person named Nam (unknown background) for 10 million VND/package. While waiting to deliver the drugs and receive the money, Luan was caught red-handed by Vinh city police.

At 9:45 p.m. on November 3, 2015, Van Xay Vu (also known as Vu Ba Xeng) (born in 1975, residing in Ban Nhuon, Muong Pet, Xieng Khouang province, Laos) brought 17.35 grams of synthetic drugs to Hoa Ban hotel (block 1, Muong Xen town, Ky Son district) to sell to an unknown person. While preparing to make the transaction, he was discovered and caught red-handed by Ky Son district police.

At the trial, the defendants bowed their heads and admitted their violations of the law. The panel sentenced Tran Van Luan to 13 years in prison;Phan Van Dung 15 years in prison; Van Xay Vu 30 months in prison.
