300 billion VND for 200 districts to implement the "one-stop" mechanism

On October 23 in Ho Chi Minh City, the Ministry of Home Affairs held a workshop to collect opinions on the Project to support the expansion of the implementation of the "one-stop" and "interconnected one-stop" mechanisms towards modernization at the district-level People's Committees in the 2012-2015 period.
Attending the workshop, agreeing to continue implementing this project, delegates also said that the spending level should be increased from 1.5 billion VND/district according to the draft to 2 billion VND. Before building a unified software to apply to 200 districts, the Ministry of Home Affairs needs to conduct actual surveys because there are currently many districts that are applying self-created software but are still effective, so they should be retained and not replaced.
Deputy Minister of Home Affairs Nguyen Tien Dinh said: The Ministry of Home Affairs will collect the opinions of the delegates to report to the Government to speed up the implementation of the project. It is expected that the project will be approved by the Prime Minister in early 2013. In 2013, the procedures will be completed, and implementation will begin in 2014 and end of 2015. The total budget for the project is 300 billion VND, for 200 districts, each district will receive 1.5 billion VND.
On June 22, 2007, the Prime Minister issued Decision 93/2007/QD-TTg on promulgating regulations on implementing the "one-stop" and "one-stop" mechanisms at local State administrative agencies. To implement this project, the reception and result return departments in 203 districts (out of a total of 699 districts, towns and cities) have been built according to the standard model; A unified electronic software is applied to the "one-stop" department to look up information such as administrative procedures, file status, etc. The common fields of work handled at the "one-stop" department are construction, natural resources and environment, justice, business registration, industry and trade, agriculture, justice, labor-war invalids-social affairs, education and training, etc. In 2011, the district-level "one-stop" department with the largest number of transactions was Ben Luc district (Long An province) with nearly 113,000 transactions, and the lowest was Quang Ninh district (Quang Binh province) with nearly 650 transactions.
There has been no independent investigation or survey to evaluate the service quality and satisfaction of citizens and organizations with the district-level "one-stop" department before and after the implementation in a modern direction. However, according to a survey by the Ministry of Home Affairs, most leaders, officials and civil servants of the district People's Committee highly appreciated the results of the implementation of the above project. Typically, in District 1, Ho Chi Minh City, this model has been implemented with the principle that the leader of any unit that is slow to return results must have a letter of apology to citizens and organizations.
