According to the Draft Comprehensive General Education Program recently announced by the Ministry of Education and Training, the goal of the new general education program will be to form good qualities and necessary capacities for students to become responsible citizens, diligent, knowledgeable and creative workers.

To achieve that goal, the Ministry has specified the criteria that need to be achieved: students, "products" of education must meet three requirements on quality and eight requirements on capacity.
Those are the qualities: loving life, self-control and responsibility.
The competencies include self-study, problem-solving and creativity, aesthetic, physical, communication, cooperation, calculation, and information and communication technology competencies.
These requirements have been detailed by the Ministry into student performance and are gradually increased according to each level of education.
