Reporter: Can you tell us what main tasks the 3rd Session of the 14th National Assembly will carry out?
Mr. Nguyen Thanh Hien:The 3rd session of the 14th National Assembly takes place in the context of the entire Party, people and army making efforts to successfully implement the socio-economic development tasks in 2017, contributing to bringing the Resolution of the 12th National Party Congress into life. According to tradition, the mid-year session focuses on law-making, so this is also the key task of the session. Therefore, the National Assembly will consider and approve 13 draft laws, 05 draft resolutions, and give opinions on 05 draft laws. 13 draft laws are expected to be passed.
Regarding the supreme supervision and consideration and decision on important issues related to the socio-economic development situation and many important issues of the country, the National Assembly will consider the Government's reports on the supplementary assessment of the results of the implementation of the socio-economic development plan and the state budget in 2016; the implementation of the socio-economic development plan and the state budget in the first months of 2017.

Considering and approving the Resolution on the National Assembly's Supervisory Program in 2018; listening to the National Assembly Standing Committee report on the results of supervising the settlement of voters' recommendations sent to the 2nd session of the 14th National Assembly; conducting questioning of the Government and members of the Government; conducting supreme supervision of the implementation of policies and laws on food safety in the period 2011-2016.
During the 3rd session, the National Assembly will arrange 12 plenary sessions in the hall that will be broadcast live on radio and television, including the opening and closing sessions; the session to discuss the socio-economic situation; the session on the implementation of policies and laws on food safety in the 2011-2016 period, and the sessions to question the Government and members of the Government.
Reporter: Could you please tell us about the preparations of the Provincial National Assembly Delegation before the 3rd session?
Mr. Nguyen Thanh Hien:To prepare the contents and agenda of the session, the Provincial National Assembly Delegation participated in the National Assembly's thematic supervision delegations on the content of "Implementation of policies and laws on food safety in the period 2011-2016"; Implementation of policies and laws on reforming the state administrative apparatus in the period 2011-2016; participated in the supervision delegations of the National Assembly Standing Committee including the following contents:

“Implementation of legal policies for individuals and organizations exploiting, farming and processing seafood in developing the marine economy associated with ensuring national defense and security”; “Implementation of policies and laws on investment and exploitation of traffic works in the form of build-operate-transfer (BOT) contracts”. In addition, the Delegation participated in the supervision delegations of the Social Affairs Committees on “Implementation of the Law on HIV/AIDS Prevention and Control, the Law on Drug Prevention and Control and the Ordinance on Prostitution Prevention and Control for the period 2011-2016”, supervising “Implementation of the Law on Health Insurance and the Law on Prevention and Control of Tobacco Harms in the province”.
Regarding voter contact, before the 3rd Session, the Provincial National Assembly Delegation organized for National Assembly Deputies to meet voters at constituencies with 23 contact points in the form of commune clusters in 21 districts and cities. Through synthesizing and classifying the petitions, the National Assembly Delegation sent 39 petitions from voters to the National Assembly, the Government and the Central Ministries and Branches, and 71 to the People's Committee and provincial agencies.
At the TXCT conferences, along with the announcement of the Government's responses, Ministries, Branches and Provincial People's Committees to voters' opinions and proposals before and after the 2nd session. After listening to voters' opinions and proposals, the Delegation invited relevant departments, branches and agencies to participate to promptly answer voters' concerns.
In addition to regular meetings with voters before and after National Assembly sessions, with innovative methods, the Delegation has organized for National Assembly deputies to meet voters on topics such as the implementation of state laws and policies for areas affected by hydropower projects, investment in the construction of irrigation works for mountainous people, issues related to environmental pollution from mineral exploitation projects; Voters are representatives of small and medium-sized enterprises. Thereby, the opinions and recommendations of voters in the province have been recorded and reflected to the National Assembly and relevant agencies for consideration and response according to regulations.
Regarding the work of law-making, the Delegation organized workshops to collect opinions on 13 draft laws expected to be passed and 3 draft laws for comments.
In addition, the Delegation has coordinated with relevant agencies to organize direct dialogues with citizens to thoroughly handle a number of long-standing complaints.
Before the session, the National Assembly Delegation had working sessions with the Provincial People's Committee and relevant departments and branches on the contents of voters' opinions and recommendations to reflect and have directions to resolve the contents of voters' concerns, record the opinions, difficulties and problems of state management agencies regarding administrative management work in the area, and from there, give opinions to the National Assembly, the Government and the Central Ministries and Branches.

Mr. Nguyen Thanh Hien:At the National Assembly session, with responsibility to the voters of the province, the National Assembly Delegation of the province will fully and responsibly implement the programs and contents of the National Assembly session, and contribute opinions at the discussion sessions in the Hall and in the Group on issues related to law-making. Based on the suggestions of the voters of the province, members of the National Assembly Delegation will discuss socio-economic issues, conduct questions and answers to the Government and members of the Government, and carry out the National Assembly's supreme supervision contents at the session.

Regarding the work of ensuring food safety, improving the quality of investment projects, avoiding scattered and wasteful investment; improving the quality of the new rural construction program; limiting environmental impacts and ensuring national defense and security for foreign projects leasing land for many years; policies and regimes for grassroots cadres, paying attention to investment and capital allocation to invest in construction and completion of traffic infrastructure development projects in the province such as: National Highway 15A, Muong Xen-Ta Do-Khe Kien road (Ky Son district), Vinh-Cua Lo route, National Highway 48B upgrade and expansion project, Nghi Son coastal route (Thanh Hoa)-Cua Lo (Nghe An), Cua Hoi bridge over Lam River... At this session, the National Assembly Delegation will work with relevant Ministries and Branches on solutions to promote socio-economic development in localities, the contents of voters' recommendations, work with National Assembly Delegations of provinces and cities to exchange experiences in National Assembly activities and promote and introduce cooperation opportunities, promote investment in socio-economic development of the province.
