4 policies and 5 tasks to continue comprehensive and strong innovation along the socialist path at the 11th Congress
(Baonghean) - To successfully build socialism and firmly protect the Socialist Republic of Vietnam, the 11th Congress determined that it is necessary to continue comprehensive and strong innovation with higher quality and efficiency with the following policies and tasks:
+ Policy: First, promote industrialization and modernization associated with the development of a knowledge-based economy; develop a market economy associated with the harmonious resolution of social and environmental issues; build an advanced culture imbued with national identity as a spiritual foundation for society; firmly ensure national defense and security; implement an independent, autonomous, peaceful, cooperative and developmental foreign policy, proactively and actively integrate into the international community. Second, build socialist democracy, promote the strength of the great national unity bloc, consolidate and expand the national united front; build a socialist rule-of-law state of the people, by the people and for the people. Third, build a clean and strong Party in terms of politics, ideology and organization. Fourth, pay special attention to handling and resolving major relationships such as: the relationship between innovation, stability and development; between economic innovation and political innovation; between market economy and socialist orientation; between developing productive forces and building and gradually perfecting production relations; between economic development and cultural development, realizing social progress and equity; between building socialism and defending the Fatherland; between national independence, autonomy and international integration; between Party leadership, State management, and people's mastery.
+ Mission:
- Firstly, stabilize the macro-economy, innovate the growth model and economic structure, improve quality, efficiency, and sustainable development; mobilize and effectively use resources; gradually build modern infrastructure. Continue to perfect the socialist-oriented market economic institution. Secondly, develop and improve the quality of education and training, the quality of human resources; develop science, technology, and knowledge-based economy. Focus on solving employment and income problems for workers, improve and enhance the material and spiritual life of the people; protect the environment, proactively prevent natural disasters...
Third, strengthen national defense and security potential; maintain political stability, independence, sovereignty, unity, territorial integrity, social order and safety; prevent and foil plots and sabotage tricks of hostile forces...
- Fourth, continue to promote democracy and the strength of great national unity; improve and enhance the effectiveness and efficiency of State operations; innovate and improve the quality and efficiency of operations of legislative, executive and local agencies; promote administrative and judicial reforms; effectively carry out the fight against bureaucracy, corruption and waste...
- Fifth, promote Party building and rectification; regularly "Studying and following Ho Chi Minh's moral example"; improve the Party's capacity and fighting strength; build a clean and strong Party, improve the quality of cadres and Party members; continue to innovate the Party's leadership methods.
