4 levels of assessment and classification of cadres, civil servants and public employees
The Government has just issued a Decree stipulating the principles, bases, contents, order, procedures, criteria, and authority for annual assessment and classification of cadres, civil servants, and public employees, applicable to cadres, civil servants, and public employees specified in the Law on Cadres, Civil Servants, and the Law on Public Employees.

4 rating levels
The Decree clearly stipulates the criteria for evaluating and classifying cadres, civil servants and public employees according to 4 levels: 1- Excellent completion of tasks; 2- Good completion of tasks; 3- Completing tasks but with limited capacity (for cadres and civil servants); completing tasks (for public employees); 4- Failing to complete tasks.
In particular, cadres are assessed at the level of excellent task completion, in addition to meeting the criteria of dedication, having a sense of responsibility in work; daring to think, daring to do, daring to take responsibility in organizing and implementing assigned tasks; agencies, organizations, units assigned to complete 100% of tasks according to the annual work program and plan; excellently completing unexpected tasks, there must also be specific initiatives and solutions applied, improving the efficiency and effectiveness of the operations of agencies, organizations or of the assigned industry and field and recognized by competent authorities...
A civil servant is assessed as having completed his/her tasks excellently when he/she completes 100% of his/her tasks according to the annual work program and plan, ahead of schedule, with quality and efficiency; has at least 01 scientific work, project, topic or initiative effectively applied in the public service activities of the agency, organization or unit recognized by a competent authority...
An official who has successfully completed his/her tasks must have good capacity, professional qualifications, and skills; complete 100% of the work or tasks according to the signed labor contract, ahead of schedule, with quality and efficiency; complete ad hoc tasks well; have at least 01 scientific work, project, topic or initiative that has been applied and brought about efficiency in performing professional and occupational work recognized by competent authorities...
Being judged as not completing the task if being authoritarian and arrogant
A cadre is considered to have failed to fulfill his/her duties if he/she causes disunity in the agency, organization or unit assigned to him/her and is disciplined but not to the extent of being disciplined at the highest level; or the agency, organization, unit or sector assigned to him/her completes less than 70% of the tasks according to the annual work program and plan; or is directly related to negativity, embezzlement, corruption or waste at the agency, organization or unit assigned to him/her.
Civil servants who are considered to have failed to fulfill their duties if they act in a power-hungry, arrogant, difficult, troublesome, negative, corrupt, embezzle, or wasteful manner will be subject to disciplinary action.
For civil servants, if one of the following criteria is met: completing less than 70% of the work or tasks according to the signed labor contract or performing work or tasks that do not meet requirements; violating the code of conduct and professional ethics of civil servants, causing trouble and harassment to the people to the extent that disciplinary action is required... then they will be assessed as not completing their tasks.
Evaluation and classification by year
The Decree clearly states that the evaluation and classification of cadres, civil servants and public employees is carried out according to each year of work.
Assessment results are an important basis for arranging, using, training, fostering, upgrading or promoting professional titles, planning, appointing, dismissing, transferring, rotating, rewarding, disciplining and implementing other policies for cadres, civil servants and public employees.
