4 tasks and solutions to perfect the socialist-oriented market economic institution from now to 2015

- Maintaining the socialist orientation of the market economy: that is, a multi-sector commodity economy operating under a market mechanism with the management of the State and the leadership of the Party. This is a form of market economy, so it must be fully and flexibly applied to promote all resources for the rapid and sustainable development of the economy and people's lives; promote the right to freedom of business according to the law; fairness in the distribution of production factors; develop a proactive market economy, actively integrate into the international community, maintain and enhance independence and autonomy; improve the effectiveness and efficiency of the State's economic management....
- Developing ownership forms, economic sectors and types of enterprises: continue to institutionalize the Party's viewpoint on developing diverse forms of ownership, economic sectors and types of enterprises, protecting the legitimate rights and interests of enterprises; innovate and perfect laws, mechanisms and policies on ownership of the whole people represented by the State; promote innovation, arrangement and improve business efficiency of state-owned enterprises; urgently restructure the business lines of state-owned corporations and groups; promote innovation in the organization and operating mechanisms of public service units in line with the market economy; develop the collective economy; strongly develop private economic types in most sectors and fields according to planning and laws...
- Synchronously develop market factors and market types: this requirement includes the early completion of reviewing, supplementing and perfecting legal regulations on business in accordance with Vietnam's conditions, protecting the domestic market, and at the same time complying with the regulations of international and regional organizations that our country participates in; innovating and perfecting institutions on prices, competition, monopoly control, contract signing and performance and dispute resolution;...
- Enhance the Party's leadership role, the effectiveness and efficiency of the State's management of the socialist-oriented market economy: research and summarize practices to clearly identify the socialist orientation in line with the reality of our country; innovate and enhance the role and effectiveness of the State's economic management in line with the requirements of developing a socialist-oriented market economy, actively and proactively integrate internationally in the new period on the basis of respecting and fully and correctly applying the planning and operating mechanisms of the market economy; the State focuses on maintaining macroeconomic stability, development orientation, creating conditions for the economy to develop rapidly and sustainably; continue to improve laws, mechanisms and policies to enhance the role of elected bodies, socio-political organizations, socio-professional organizations and the people in developing a socialist-oriented market economy.
