The Ministry of Education and Training has just issued regulations on the process and cycle of quality assessment of training programs of universities, colleges and vocational secondary schools. This regulation takes effect from January 13, 2014.

Accordingly, the process of assessing the quality of training programs includes: self-assessment; external assessment, re-assessment (if any), appraisal of assessment results and recognition of meeting educational quality standards. Assessment of training program quality is carried out every 5 years. In particular, with external assessment, educational institutions register for external assessment of training programs with an educational quality assessment organization licensed by the Ministry of Education and Training, after publishing the approved self-assessment report of training programs within the educational institution for at least 30 days.

For training programs that need to keep information confidential according to State regulations, educational institutions shall submit self-assessment reports to the competent authority to request permission to register for external assessment. Periodically every 5 years or upon request of the State management agency of education, educational institutions shall be responsible for preparing self-assessment reports of training programs and registering for external assessment to be considered and recognized as meeting educational quality standards. The re-assessment results shall be considered the final conclusion of the educational quality assessment organization for the evaluated program.
