5 key tasks after the 4th Session of the 18th Nghe An Provincial People's Council

After more than two days of serious and urgent work, with a spirit of democracy, innovation and high responsibility, the 4th Session of the 18th Provincial People's Council completed all the contents and agenda set forth by the Session.
At the meeting, the Provincial People's Council discussed and unanimously assessed: 2021 is the first year of implementing the Resolution of the Party Congresses at all levels for the 2020-2025 term and the 5-year socio-economic development plan (2021-2025), the year of organizing the election of deputies to the 15th National Assembly and People's Councils at all levels. The implementation of tasks in all fields and socio-economic development took place in a particularly difficult context due to the serious impact of the Covid-19 pandemic. With the proactive and close leadership and direction of the Party Committee, the flexible management of the government, the synchronous participation of the entire political system and the consensus, unanimity, solidarity and efforts of the people and the business community, the province's socio-economic situation has remained stable and developed.

The growth rate of total product in the province reached 6.2%; total export turnover is estimated at 1.9 billion USD, up 52%..Estimated budget revenue is 18,000 billion VND, reaching more than 28% of the adjusted estimate. Foreign affairs and investment attraction have achieved many positive results.
Cultural and social activities are flexibly adjusted to adapt to the epidemic situation; the work of taking care of people's health, especially the prevention and control of Covid-19, is focused on, directed resolutely, consistently, in the right direction, and effectively; social security is given attention and focus; the work of welcoming citizens and workers from other provinces back to their hometowns is ensured safely. Administrative reform has many positive changes. National defense and security are strengthened; social order and safety are firmly ensured.
However, 6/28 planned targets still failed to meet the plan. The progress of some investment projects, especially compensation and site clearance, is still slow; the disbursement rate of public investment capital is lower than the same period. The direction of Covid-19 prevention and control is sometimes confused and passive. A part of the population has lost their jobs and their lives are facing many difficulties. State management in some areas is still limited. The activities of all types of criminals, especially in the economic and drug fields, are still potentially complicated.
At the meeting, the Provincial People's Council discussed, reviewed and approved 39 resolutions to propose solutions and tasks for socio-economic development in 2022; deploy the medium-term public investment plan for the period 2021-2025; mechanisms and policies to promote economic development, especially in the fields of agriculture, rural areas, industry and handicrafts; promptly implement measures to ensure social security, firmly consolidate national defense and security, improve the quality of organizations in the political system... The resolutions were approved, promptly solving practical issues that are required such as: Regulations on Covid testing fees; tuition support; Titles, allowances, policies for non-professional workers... Decide on important strategic and long-term issues, creating the premise for successfully implementing goals, targets and tasks in 2022 and the entire period of 2021 - 2025.

2022 is the second year of implementing the resolutions of Party congresses at all levels, creating a foundation for the 5-year plan goals of 2021 - 2025. It is forecasted that the situation will still have many difficulties and disadvantages, the Covid-19 pandemic may last longer and become more complicated, affecting the development goals in 2022 and the entire term. The Provincial People's Council basically agrees with the groups of solutions stated in the reports submitted to the Session; at the same time, emphasizing some contents to be implemented in the coming time as follows:
One is:Continue to effectively implement measures and goals to prevent and control the Covid-19 epidemic, raise vigilance, absolutely not be negligent or subjective in disease prevention, further promote the coverage rate of safe, scientific and effective vaccination.
Implement well the motto of safe, flexible and effective adaptation, both preventing and controlling the spread of Covid-19 and recovering and developing the socio-economy.

Two is:Focus on developing and implementing quickly, drastically, synchronously and effectively programs, projects and plans to implement the Resolutions of Party Congresses at all levels for the 2020-2025 term. Closely coordinate with central ministries and branches to develop plans and effectively implement Resolution 36 of the National Assembly on piloting a number of specific mechanisms and policies for socio-economic development of Nghe An province. Proactively develop a plan to summarize 10 years of implementing Resolution No. 26 of the Politburo on the direction and tasks of developing Nghe An province, paying special attention to advising and proposing the Politburo to issue new resolutions with specific policies for the province.
Three is:Continue to focus on removing difficulties and obstacles, creating all favorable conditions within the legal framework and prioritizing adequate resources to maximize the production capacity of all industries, fields and economic sectors, focusing on: Quickly and comprehensively implementing digital transformation of the administrative - public service sector, first of all administrative procedures and public service activities to create breakthroughs in administrative reform and improve the investment and business environment. Promote disbursement of public investment capital; mobilize and effectively use resources, especially prioritizing investment in removing bottlenecks in infrastructure such as seaports and airports. Speed up the process of building e-government and digital government. Focus on completing the planning of Nghe An province for the period 2021-2030, with a vision to 2050, ensuring quality and progress.
Speed up progress and complete key projects to add new production capacity. Promote the development of service industries and implement plans to restore tourism activities in the new normal state.

Pay attention to culture and society, especially education, health care, science, technology, employment, policies for people with meritorious services; support policies for people and workers facing difficulties due to the Covid-19 pandemic. Tighten financial discipline, promote thrift practice, fight waste, corruption and negativity. Maintain national defense - security, social order and safety in the area. Resolutely fight, prevent and handle violations of the law, and push back social evils.
Four is:At this session, we have conducted the first question-and-answer session of the term. We request the Provincial People's Committee and the Chairman of the Provincial People's Committee to direct departments, branches and localities to continue implementing the Notice of Conclusion of the Question-and-Answer Session of the Session to promptly resolve issues of concern to delegates and voters. For issues that are still inadequate in relation to legal regulations, policy mechanisms or lack of resources, there should be a specific plan and roadmap to resolve them.
The year is:In order for the Resolutions of the Provincial People's Council that have just been passed to come into effect soon, the Provincial People's Council requests the Provincial People's Committee, the Standing Committee of the Provincial People's Council, agencies in the state apparatus from the province to the grassroots level, and relevant individuals to seriously implement them right from the stage of propaganda, dissemination to planning, guidance, and resource allocation. The Standing Committee of the People's Council, Committees, Delegation Groups, and People's Council delegates shall strengthen supervision of the implementation process of all levels and sectors; promptly detect shortcomings and inadequacies to propose and request the People's Committee and relevant agencies to have solutions to ensure the resolutions are implemented with the highest efficiency.
