5 vehicle categories subject to highway toll fees and how the fees are calculated.

Article 5 of Decree No. 130/2024/ND-CP stipulates the subjects liable for fees and the fee payers, specifically:

1. The subjects liable for highway tolls are divided into 05 groups as follows:

a) Group 1: vehicles with fewer than 12 seats, trucks with a load capacity of less than 2 tons; public passenger transport buses;

b) Group 2: vehicles with 12 to 30 seats; trucks with a load capacity of 2 tons to less than 4 tons.

c) Group 3: vehicles with 31 seats or more; trucks with a load capacity from 4 tons to less than 10 tons;

d) Group 4: trucks with a load capacity from 10 tons to less than 18 tons, and container trucks with a capacity of less than 40 feet;

d) Group 5: Trucks with a payload of 18 tons or more; container trucks with a capacity of 40 feet or more.

2. The fee payer is an organization or individual who owns, uses, or manages a vehicle subject to the expressway usage fee as stipulated in Clause 1 of this Article, and must pay the expressway usage fee, except for the cases specified in Article 6 of this Decree.

How the fee is calculated:

a) Level 1 is the fee applicable to vehicles traveling on the expressways specified in Clause 1, Article 3 of this Decree;

b) Level 2 is the fee applied to vehicles traveling on the expressways specified in Clause 2, Article 3 of this Decree.

c) The "load capacity" of each vehicle in the above-mentioned groups is the permissible cargo weight for traffic as stated in the Certificate of Technical Safety and Environmental Protection Inspection issued by the registration authority (hereinafter referred to as the Registration Certificate). If the Registration Certificate does not specify the permissible cargo weight for traffic, the design cargo weight shall be used. The number of seats corresponds to the number of passengers allowed to be transported;

d) In cases where the vehicle's registration certificate does not specify the permitted cargo weight for traffic and the design cargo weight, "load capacity" is understood as the total permissible weight of the vehicle as stated on the registration certificate, and the fee for the vehicle group with the corresponding "load capacity" will be applied. If the registration certificate does not specify the permitted total weight for traffic, the design total weight will be used.

d) For specialized motorcycles participating in road traffic, "payload" is understood as the vehicle's own weight as stated on the Vehicle Registration Certificate, and the fee rate applicable to the group of vehicles with the corresponding "payload" is applied;

e) The fee for tractor-trailers without semi-trailers or trailers shall be the corresponding fee for Group 3;

g) The toll rate for cargo vehicles using a tractor towing a semi-trailer or trailer shall be based on the "payload" of the towed vehicle;

h) The fee for vehicle combinations granted special circulation permits shall apply a separate fee rate for each component vehicle;

i) No highway toll fees shall be charged for vehicles that have been rescued.

According to SAccording to the Department of Transport of Nghe An province, the total length of the North-South Expressway (Eastern section) running through the province is 87.9 km, of which the Nghi Son-Dien Chau section is 43.5 km and the Dien Chau-Bai Vot section is 44.4 km.

According to the current design, the Nghi Son - Dien Chau section of the expressway has 3 toll stations located at the intersections with National Highway 7 in Dien Cat commune (Dien Chau); the intersection with National Highway 48B in Quynh My (Quynh Luu); the intersection with National Highway 48C in Quynh Vinh (Hoang Mai town) and 1 main toll station located on the North-South expressway through Dien Cat commune (Dien Chau).

Similarly, the Dien Chau - Bai Vot expressway has 3 toll collection points, including 2 stations located in Nghe An province (Nghi Phuong, Nghi Loc district) and the intersection of National Highway 46B - Hung Tay commune, Hung Nguyen district), and 1 station at the intersection of National Highway 8, Duc Tho district, Ha Tinh province.
