5 groups of vehicles that must pay highway usage fees and how to calculate fees
This is a new regulation in Decree No. 130/2024/ND-CP of the Government just issued. In addition to the 10 exempted subjects, there are 5 groups of subjects that must pay fees when traveling on expressways.
Article 5 of Decree No. 130/2024/ND-CP stipulates the subjects subject to fees and fee payers, specifically:
1. Subjects subject to highway usage fees are divided into 05 groups as follows:
a) Group 1: vehicles with less than 12 seats, trucks with a load capacity of less than 2 tons; all types of public passenger transport buses;
b) Group 2: vehicles with 12 to 30 seats; trucks with a load capacity of 2 tons to less than 4 tons,
c) Group 3: vehicles with 31 seats or more; trucks with a load capacity from 4 tons to under 10 tons;
d) Group 4: trucks with a load capacity from 10 tons to under 18 tons, container trucks under 40 feet;
d) Group 5: trucks with a load capacity of 18 tons or more; container trucks of 40 feet or more.

2. The fee payer is an organization or individual that owns, uses or manages a vehicle subject to the expressway usage fee specified in Clause 1 of this Article and must pay the expressway usage fee, except for the cases specified in Article 6 of this Decree.

How to calculate fee:
a) Level 1 is the fee applied to vehicles traveling on expressways specified in Clause 1, Article 3 of this Decree;
b) Level 2 is the fee applied to vehicles traveling on expressways specified in Clause 2, Article 3 of this Decree.
c) The "load" of each vehicle in each group mentioned above is the permitted cargo weight for participation in traffic recorded in the Certificate of technical safety and environmental protection inspection issued by the inspection agency (hereinafter referred to as the Inspection Certificate). In case the Inspection Certificate does not have the value of the permitted cargo weight for participation in traffic, the value of the designed cargo weight shall be used. The number of seats corresponds to the number of people allowed to be transported;
d) In case the vehicle's Certificate of Registration does not have the permitted traffic weight and the designed traffic weight value, "load" is understood as the total traffic weight of the vehicle recorded on the Certificate of Registration and the collection rate of the vehicle group with the corresponding "load" for each group is applied. In case the Certificate of Registration does not have the permitted traffic weight, the designed total weight value is used;

d) For specialized motorbikes participating in road traffic, "load" is understood as the vehicle's own weight recorded on the Certificate of Registration and the collection rate of the vehicle group with the corresponding "load" is applied;
e) The collection rate for tractors not pulling semi-trailers or trailers applies the collection rate corresponding to Group 3;
g) The collection rate for a cargo vehicle using a tractor pulling a semi-trailer or a trailer applies the collection rate according to the "load" of the towed vehicle;
h) The collection rate for a combination of vehicles granted a special circulation permit applies a separate collection rate to each component vehicle;
i) No highway usage fees shall be collected for towed vehicles.
According to SIn Nghe An Transport, the total length of the North-South expressway in the East running through the province is 87.9 km, of which the Nghi Son-Dien Chau section is 43.5 km, and the Dien Chau-Bai Vot section is 44.4 km.
According to the current design, the Nghi Son - Dien Chau expressway section has 3 toll stations located at the intersections of National Highway 7 in Dien Cat commune (Dien Chau); the intersection of National Highway 48B in Quynh My (Quynh Luu); the intersection of National Highway 48C in Quynh Vinh (Hoang Mai town) and 1 main toll station located on the North - South expressway through Dien Cat commune (Dien Chau).
Similarly, the Dien Chau - Bai Vot expressway has 3 toll collection locations including 2 stations located in Nghe An, in Nghi Phuong (Nghi Loc), the intersection of National Highway 46B - Hung Tay commune, Hung Nguyen and 1 station at the intersection of National Highway 8, Duc Tho district, Ha Tinh.
