5 criteria for poor districts applied for the period 2017 - 2020
The Prime Minister has just issued criteria for poor districts applicable for the period 2017 - 2020.

Accordingly, there are 5 criteria including:
1- Criteria on poverty rate and near-poor household rate according to multidimensional poverty standards applied for the period 2016 - 2020.
Criterion 1 has 5 assessment scales including: 10 points (total rate of poor households and near-poor households below 50% or rate of poor households below 40%), 20 points (total rate of poor households and near-poor households from 50-55% or rate of poor households from 40-45%), 30 points (total rate of poor households and near-poor households 55-60% or rate of poor households from 45-50%), 40 points (total rate of poor households and near-poor households from 60-65% or rate of poor households from 50-55%), 50 points (total rate of poor households and near-poor households from 65% or more or rate of poor households from 55% or more).
2- Criteria on average income per capita in the district.
Criterion 2 has 3 assessment scales including: 5 points for districts with average income per capita of over 20 million VND/person/year; 10 points for districts with average income per capita of 15-20 million VND/person/year; 15 points for districts with average income per capita of less than 15 million VND/person/year).
3- Criteria on the ratio of communes in particularly difficult situations to the total number of communes in the district.
Criterion 3 has 3 assessment scales including: 5 points (less than 60% of communes in the district are in extremely difficult situations); 10 points (from 60-80% of communes in the district are in extremely difficult situations); 15 points (over 80% of communes in the district are in extremely difficult situations).
4- Regional criteria: mountainous district, highland or other area.
Criterion 4 has 3 assessment scales including: 2 points (other districts); 6 points (mountainous districts); 10 points (highland districts).
5- Criteria for the ratio of ethnic minority households to the total number of households in the district.
Criterion 5 has 3 assessment scales including: 2 points (below 60%); 6 points (from 60-80%); 15 points (above 80%).
Poor districts have a total score of less than 40 points out of a total of 100 points.
A district that meets the criteria for recognition as a poverty-escaping district is a district that is receiving support from mechanisms and policies as prescribed in Resolution 30a/2008/NQ-CP and is a district that, through assessment according to the above criteria, has a total score of less than 40 points out of a total of 100 points.
A district that meets the criteria for inclusion in the list of poor districts receiving support mechanisms and policies as prescribed in Resolution 30a is a district that, through assessment according to the above criteria, has a total score of 100 points or less, in order of priority, consistent with its budget balance capacity.
The principles of poor district assessment ensure publicity, transparency and consistency in the system of assessment criteria for considering additional poor districts and recognizing districts that have escaped poverty.
Consideration of adding poor districts in order of priority is based on assessment and recognition of the number of districts escaping poverty to be consistent with the budget balance capacity; continue to maintain support funding from the central budget to implement specific support policies as prescribed in Resolution No. 30a/2008/NQ-CP dated December 27, 2008 of the Government on the Program to support rapid and sustainable poverty reduction for 61 poor districts (Resolution 30a) for districts considered for recognition of escaping poverty by the end of 2020.
In case the central budget allocates additional funds for the National Target Program on Sustainable Poverty Reduction for the 2016-2020 period in addition to the total capital approved by the National Assembly in Resolution No. 100/2015/QH13 dated November 12, 2015 of the 13th National Assembly on approving the investment policy for the National Target Programs for the 2016-2020 period, it will consider adding poor districts in order of priority.
